Position Summary
This is a Flagler County Fire & Rescue position performing flight operations for Flagler County. Employees in this classification command and fly single engine helicopters during specialized emergency activities. Persons operating in this position will be required to maintain detailed records of flight operations. Employees in this classification are assigned shift work including holidays and weekends.

Essential Functions
  • Performs aerial suppression of wildfires in initial and reinforced attack by transporting water via Bambi bucket, flying over, and releasing water onto fire and providing aerial intelligence on fire behavior and tactical effectiveness.
  • Transports patients and crew safely while operating an EMS air ambulance. This involves landing at emergency scenes and hospital helipads.
  • Flies various law enforcement missions such as surveillance, vehicle and ground pursuits, missing persons, etc. in cooperation with state and local law enforcement agencies.
  • Maintains detailed records of flight operations.
  • Supervisor role with FAA drug and alcohol program management
  • Coordinates operation policies.
  • Monitors all flight operations and standardizes policies.
  • Provides adequate and current flight kit for each aircraft.
  • Submits to FAA all reports required pertaining to flight crews.
  • Perform duties as Safety and Training officer ensuring all flight crews maintain competency and proficiency with installed aircraft systems
  • Coordinates all flight personnel records to assure compliance.
  • Coordinates all pilot and air crewmember training and record keeping.
  • This position required Federal Aviation Administration designation as Chief Pilot of Flight Operations which, among many other duties entails making sure the County complies with FAA regulations particularly FAR Part 135 and Part 133.
  • Performs related work as required.

Minimum Qualifications
  • High School Diploma or equivalent.
  • Must possess a Commercial pilots' license for rotorcraft helicopter with Instrument rating
  • FAA Certified Flight Instructor certificate preferred
  • FAA Second Class Medical Certificate
  • Successful completion of Airbus Helicopter's factory school for model AS350 helicopter or equivalent, i.e. (Bell, MD, Leonardo Helicopter's etc.)
  • Flight experience in Airbus Helicopter's model AS350 helicopter or equivalent, i.e. (Bell, MD, Leonardo Helicopter's etc.)
  • Experience flying fire-fighting water drop operations in rotorcraft
  • Minimum 3000 hours flight time in helicopters, 2000 of which must have been in turbine helicopters.
  • Minimum 250 hours Night unaided
  • Minimum 200 hours Night Vision Goggles
  • 25 hours PIC turbine helicopter last 12 months preferred
  • USFS/ OAS carded and/or Florida Forest Service certified for firefighting water bucket operations in Rotorcraft desired
  • Have prior FAA management experience
  • Previous experience in the development and implementation of Safety Management Systems preferred
  • Able to complete training and successfully pass FAR part 135 check ride for Chief pilot designation
  • FAA Airframe and Powerplant certificate desired
  • Must obtain Florida Firefighter certification within 12 months of hire
  • Must possess a valid driver's license and maintain throughout employment without any restrictions affecting job performance.

Knowledge, Skills and Abilities
  • Highly knowledgeable of FAR Part 135 General Operations Manual, Part 135 Company training manual, FAR Part 133 Company rotorcraft external load manual, FAA Federal Aviation Regulations, Operations Specifications, Aircraft flight manuals, etc. and other instructions pertinent to duties.
