SUMMARY

Eagle Eye, Inc., a subsidiary of Bering Straits Native Corporation, is currently seeking a qualified Senior Project Manager to manage projects for our Colorado Springs regional office. Qualified candidates must possess an in-depth understanding of project and financial planning, design-build review/construction, contracting, and risk management developed through the direct leadership and managing of technically and logistically demanding projects. The Senior Project Manager is also responsible for the oversight of daily onsite project management, supervision, coordination and successful completion of multiple construction projects to meet the cost objectives with respect to contracting, scheduling, estimating, purchasing and bidding of all major projects, including managing small, medium, and large complex projects such as schools, health care, office/corporate, aviation, laboratory/research, federal disaster relief and federal renovations and new construction. The Senior Project Manager will report to the Operations Manager.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Responsible for delivering assigned projects within budget and on schedule while leading project teams to success and ensuring a quality experience for our customers.
  • Responsible for managing project finances, forecasting costs, and compiling monthly financial reports for review by Senior Operations Manager.
  • Responsible for management of onsite team members and support of subcontractor management.
  • Responsible for overseeing and supporting the development, review, and implementation of construction schedule, submittal review and tracking, subcontractor management, procurement, scheduling equipment and material deliveries, management of RFI process, project close-out documentation and coordination, and bid review and coordination.
  • Monitors and audits quality control, safety, and finances of assigned construction projects.
  • Reviews drawings to address construction issues and develop a strategy in advance.
  • Ability to qualify subcontractor bids based on scope, price, and time.
  • Periodic travel to jobsites will be required.
  • Reviewing proposals, specifications and drawings, preparing lists of bid items, and determining scopes of work.
  • Recommending vendors and subcontractors for various projects, discussing and obtaining appropriate quotations.
  • Interfacing with the owner, internal design/build teams, and subcontractors to provide feedback and cost data regarding project feasibility.
  • Reviewing design options and/or recommending best solution/alternative based on cost-effectiveness, value engineering or availability of materials.
  • Tracking contracts as required through review of various reports and discussions with project and construction management.
  • Reviewing contracts prior to execution to ensure that costs, terms, conditions, exclusions, and qualifications are included in and in compliance with original proposal.
  • Must possess in-depth understanding of project planning, design-build construction, contracting and risk management.


  • Coordinate internal resources and third parties/vendors for the flawless execution of projects
  • Coordinate resource availability and allocation.
  • Use appropriate verification techniques to manage changes in project scope, schedule and costs.
  • Report and escalate to Senior Operations Manager as needed.
  • Manage the relationship with the client and all stakeholders.
  • Audit comprehensive project documentation and plans for accuracy and compliance.
  • Attend, facilitate, and coordinate all required meetings and progress updates as needed.
  • Enforcing vendor and subcontractor contracts within the context of the project.
  • Tracking project delays, collecting relevant data, evaluating cost impacts, and generating REAs, Change Orders, and/or Modifications to the customer.


QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

Required (Minimum Necessary) Qualifications (applies to both this section and KSAO's)

  • Minimum 8 years of experience working in the construction industry, preferably federal construction.
  • Experience with OSHA, EM 385-1-1 and other regulatory requirements and industry standard.
  • Experience directing, training, and motivating field personnel.
  • Experience in a strong business, construction management, and delivery methodologies background.
  • Experience managing all aspects of multiple, simultaneous projects, to include financials and schedule.
  • Must be able to obtain GSA and military base passes and be able to operate motor vehicles on military installation.
  • Understanding of federal construction requirements and ability to adhere and manage.
  • Experience managing federal government construction projects is a requirement.
  • Other education/experience as deemed applicable by the hiring manager may be used in substitution of requirements noted above.

  • Detail oriented with the ability to efficiently analyze and organize significant amounts of information regarding plan layouts, materials, and scheduling.
  • Ability to produce detailed, final contract estimates.
  • Ability to assess site exposures/construction risks and be able to appropriately analyze cost and reflect these in an estimate.
  • Ability to identify constructability issues through the estimating process.
  • Ability to identify value-engineering alternatives.
  • Proficiency in pdf software such as Bluebeam.
  • Ability to write, review and or edit cost narratives as required.
  • Other education/experience as deemed applicable by the hiring manager may be used in substitution of requirements noted above.


Preferred

  • Degree in applicable field
  • Experience working with US Corps of Engineers
  • Experience working with the Department of Defense, USAF, and NAVFAC
  • Military background and education

Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job.

Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is primarily a modern office setting. Occasional travel may be required.
