The ECA region faces multiple challenges today from climate change, demographics, slowdown in jobs growth and productivity, inequality, war, and natural disasters. Prosperity in ECA
The Prosperity Practice Group is one of the World Bank Group's five verticals. Prosperity supports clients in advancing macroeconomic and structural reforms, attract private investments, and strengthen governance to promote inclusive and sustainable growth on a livable planet.
The diversity of countries covered in the Region offers exciting opportunities for staff. In FY24, Prosperity delivered a total of $5.2B in IBRD/IDA financing and an additional $1.5B in co-led operations. Apart from lending, Prosperity also generates knowledge through various advisory and analytical work, some of which is financed as Reimbursable Advisory Services (RAS) and Trust Funds. In FY24 alone, Prosperity delivered 89 ASA activities.
Position and Regional Context
The Practice Manager will report to the ECA Prosperity Regional Director. The position is currently based in Washington DC, USA, but the location of the incoming manager is still to be determined. The position covers all of ECA covering 22 countries where the Bank has operations. These countries are grouped into six CMU of Central Asia (Tajikistan, Uzbekistan, Kazakhstan, Turkmenistan and Kyrgyzstan); Eastern Europe (Ukraine, Moldova and Belarus); Trkiye, South Caucasus (Armenia, Georgia and Azerbaijan); EU countries (Romania, Poland, Croatia and other EU countries) and the Western Balkans CMU (Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia).
The Practice Manager will manage about 30 procurement specialists, 88% of which are in country offices The Procurement Team works collaboratively with other regional departments and global units. It provides cutting edge implementation support on procurement). It also seeks to strengthen procurement institutions and systems focusing on data analytics, digitalization, green procurement and professionalization, capacity building for borrowers and private sector, and enabling partnerships. Currently, the program of support includes transformative hydropower projects in Tajikistan and Kyrgyz Republic, multi-donor partnership in Ukraine, and growing portfolio in Trkiye and Central Asia. The unit also has an active program of Reimbursable and Advisory Services in EU countries.
The Role of the Institutions Directorate with Prosperity Vertical
The Institutions Directorate comprises a variety of different professional disciplines working on public institutions, including procurement, public sector management, governance and anti-corruption, and financial management.
The Institutions Directorate interventions range from diagnostics, technical assistance, and advisory services, knowledge management, and sharing, creating peer learning platforms, lending and reform project implementation, and monitoring and reporting. An important part of its responsibilities is to deliver operational support to other Verticals, including through inputs for policy-based operations, hands-on implementation advice, and direct fiduciary due diligence of investment financing.
Duties and Accountabilities:
The PM is a member of the ECA Prosperity Leadership Team and coordinates closely with the other Practice Managers of the ECA Prosperity Department, Program Leaders and the Regional Management Team. The PM is also a member of the ECA Regional Management Team, and the Global Institutions Leadership Team. The latter sets the strategic global direction for Institutions, which includes membership in the Institutions Talent Board to oversee the strategic staffing, career development and deployment of Institution Directorate staff across the Bank.
The Practice Manager will report to the Prosperity Regional Director and will be expected to have the following duties and responsibilities:
Organize and provide effective fiduciary procurement support to ECA operations consistent with the Bank Procurement Policy Framework.
Leading the development and implementation of strategies for national procurement reforms
Lead, motivate and manage procurement staff in the unit, including their recruitment, evaluation and career development of staff.
Promote strategic thinking and innovation in public procurement as part of broader public sector effectiveness and private sector development efforts in client countries. Engage with clients on high impact reforms to support value for money and integrity in public procurement.
Advising Regional management and teams on a broad range of procurement issues, related operational issues across sectors/sub-sectors and public procurement reform interventions
Ensuring consistent application of the procurement policy in decisions, handle difficult reform dialogue, and play a key role in developing innovative and practical approaches to the preparation of operations, including those with significant public procurement components.
Lead at Regional level, the implementation of the Procurement Change Management Action Plan to implement the 2023 IEG evaluation of the Bank Procurement Function and contribute to the modernization of Bank procurement policies generally
Foster collaboration across ECA Prosperity, CMUs and the other regional departments to ensure integrated procurement solutions to clients.
Facilitate and manage partnerships with other international development financial institutions at regional and country level and implement procurement Mutual Reliance Agreements signed with other MDBs
Systematically plan and implement capacity building initiatives for Borrowers and private sector in public and Bank Procurement policies and procedures
Participating in Prosperity Regional and Institutions Management meetings.
Leads her/his team to deliver the Directorate's key strategic priorities and, in collaboration with Country Directors, ensures alignment with the WBG Strategy and Country Partnership Framework.
Model WBG leadership values and managerial behaviors and reinforce these qualities among direct reports.

Selection Criteria
Master's or PhD degree in relevant field (e.g. Accounting, Engineering, Law, Procurement, Finance, Business, Public Administration), and typically the successful candidate will have 12-15 years of relevant experience in positions of increasing complexity and responsibility.
Excellent leadership and supervisory skills with established track record of managing multi-location and virtual teams.
Strategic thinking and big picture appreciation of procurement within the overall country public sector effectiveness and private sector development agendas.
Innovative thinker, ability to bring new ideas, big data analytics, digital solutions, and efficiency in public procurement.
Strong operational and development experience and track record, including experience in more than one Vertical /VPU (including IBRD, MIGA, and IFC), and in more than one world Bank region of those relevant to these positions.
Technical knowledge and experience in one or more of the areas described above is desirable.
Demonstrated in-depth experience and track record of results and successfully working across practices, disciplinary and institutional boundaries.
Good partnership experience, including involving multiple stakeholders - both public and private - in building collaborative alliances for results.
Experience in applying practice know-how and effective policy dialogue to achieve development results.
Strong written and oral communication skills with proven experience in dealing with the media, external constituencies, and expert groups.
Proficiency in English is required.
