Job Description

JOB SUMMARY:
Under the direction of the Accounting Services Director, plans, organizes, participates, and supervises the analysis, development, and implementation of applicable laws, codes, rules, regulations, collective bargaining agreements, new and revised policies and procedures, and other elements of the payroll operations systems.
SUPERVISION:

Reports to and receives direction from the Accounting Services Director.

Exercises technical and functional supervision over Payroll Services staff.

Examples of Duties

ESSENTIAL JOB FUNCTIONS:
Duties may include, but are not limited to, the following:
  • Plan, organize, oversee, and coordinate the timely and accurate preparation, maintenance, processing, and analysis of the District's payroll function, in accordance with laws, regulations, collective bargaining agreements, Board policies, Personnel Commission Rules, and Education Code.
  • Develops and coordinates strategies for implementation of the District's payroll systems.
  • Develops and tests new payroll processes to ensure proper operation prior to implementation.
  • Reviews, develops, and recommends adoption and/or revision of procedures and practices related to the processing of payroll.
  • Analyzes and identifies data integrity issues and the effects of existing and proposed systems to payroll processes and provides solutions.
  • Confers with a variety of groups, including District administrators, officials of public agencies, companies and union representatives regarding payroll matters.
  • Supervises, trains, provides work direction, and evaluates Payroll Services staff.
  • Reviews the day to day functions of assigned staff.
  • Provides technical training to District staff to ensure that payroll information and reports are submitted and processed timely in accordance with established procedures.
  • Oversee internal control on payments of salaries; calculation of leaves (i.e. vacation, sick, etc.) for district employees.
  • Interprets and applies regulations on withholding procedures.
  • Files and reconciles wage garnishments and PERS and STRS monthly contributions.
  • Coordinates and controls the flow of paperwork; ensures timely response to payroll related inquires such as employment verifications, subpoena of payroll records, and maintenance of up-to-date payroll records.
  • Signs and approves the District's payroll prelists transmitted to District Financial Services of the County Office of Education for payment.
  • Coordinates and oversees training programs for District time-reporting personnel.
  • Assists in year-end closing and in the preparation of analytical studies, surveys, and reports.
  • Respond to inquiries from employees regarding coverages and payroll deductions.
  • Participates as a member of the District's negotiating team; researches and provides data/information as needed.
  • Generates projections relating to salaries and benefits as necessary.
  • Uses personal transportation for travel to sites required by job duties.
  • Performs job related duties as assigned.


Qualifications
EXPERIENCE AND EDUCATION/TRAINING Any combination of experience and education/training that demonstrates an ability to perform the essential functions of the job. (These are the minimum experience and education/training standards that will be used to admit or reject applicants for examination.):

Five (5) years (within the last 10 years) of fulltime paid experience in accounting, payroll processing, or payroll accounting, which includes two (2) years of lead or supervisory experience.

-AND-

A Bachelor's Degree from an accredited college or university with coursework in accounting, finance or closely related field.
Licenses/Certificates/Registrations (At time of appointment and during employment):

An appropriate, valid California driver's license and auto liability insurance.*

*Must be submitted upon offer of employment and maintained throughout employment in this position.

ADDITIONAL SALARY INFORMATION: This is an exempt position, Management Salary Range 51. Most positions in this class work 8 hours/228-days per year. The probationary period for employees in this classification is one (1) year.

School Police Officers Differential compensation:
POST Intermediate Certification: 6% to base pay
POST Advanced Certification: 8% to base pay
Associate degree: 5% to base pay
Bachelor degree: 7% to base pay
Master degree: 9% increase to base pay
