ECS is seeking a Senior Cyber leader to drive and advance one of our most critical Cybersecurity Programs, operating out of our Northern VA offices (hybrid). The successful candidate will be an accomplished, dynamic and creative cybersecurity leader, with experience delivering superior cyber security services to large enterprises and federal clients. The Senior Cyber Program Director will contribute to strategic growth of ECS cybersecurity services within our account while serving as the Deputy Program Manager (DPM) for a large scale (+$1B) Cyber Security Program in support of our National Security client. The scope of the program includes cyber operations, engineering, strategic planning, and mission execution support across a diverse portfolio of Cybersecurity task orders.

Specific Duties Include:
- Provide superior leadership from excellence in delivery to driving business growth.
- Develop, maintain, and continually improve trust with customers and partners by establishing yourself as both an operational leader and trusted advisor.
- Provide thought leadership and guidance to operational Cybersecurity teams across the portfolio.
- Drive high quality and high performance, with continued improvements across all aspects of our cybersecurity services and support.
- Lead stakeholder, customer, and consumer engagements to establish and evolve baseline and future capability needs and solutions that enable those needs.
- Identify, qualify, and capture new business opportunities, furthering growth of a high-priority ECS Cybersecurity account.
- Be an active member of our Cybersecurity Leadership team, while serving as the Deputy Program Manager (DPM) for a large scale (+$1B) Cybersecurity Program, with specific duties including:
- Lead a team of 200+ cyber security professionals in the delivery of cyber operations and services including Incident Management and Response, Threat Hunting, Cyber Defense, Malware Analysis and Remediation, and Threat Intelligence services.
- Serve as the corporate-level representative responsible for administering and supervising staff and ensuring quality service delivery under the contract.
- Ensure compliance with the base contract and all awarded task orders while coordinating directly with the Government's Master Contracting Officer Representative (M-COR), Contracting Officer (CO), and Contracting Specialist (CS).
- Provide daily performance oversight, both onsite and offsite, ensuring that staff meet all operational and technical objectives.
- Oversee all aspects of program delivery, including operational management of cyber security teams consisting of ECS employees and partner staff.
- Provide proactive leadership, drive mission success, ensure contract performance, and foster collaboration between contractor personnel and government stakeholders.
- 15+ years of experience managing large-scale Cybersecurity solutions and programs including:
- Establishing, running, and overseeing Security Operations Center (SOC), Network Operations Center (NOC), and/or Managed Security Service Provider (MSSP) programs.
- Leading cyber defense, incident response, and threat intelligence teams within government or commercial enterprises.
- 5+ years of experience managing large-scale, complex government programs/contracts, driving contract performance with proven high CPARs.
- Demonstrated ability to own, drive, and lead all aspects of program execution and delivery.
- Proven ability to drive organic growth through superior service execution, leading to contract expansion and new business capture.
- Deep understanding of cybersecurity disciplines, including:
- Risk management, cybersecurity frameworks, performance measurement, and reporting.
- Advanced cyber defense strategies, intelligence driven defense, and automated security operations, leveraging industry best practices and frameworks/models (ATT&CK, SOC-CMM, CTI-CMM).
- Proven success in staffing, organizing, managing, and leading teams of 200+ cybersecurity professionals, including subcontractor personnel to achieve program and growth goals.
- Experience managing full-spectrum cybersecurity services, ensuring compliance with federal regulations and contract requirements.
- Comprehensive understanding of cyber based adversarial frameworks including MITRE ATT&CK and the Cyber Kill Chain.
- Exceptional communication and stakeholder management skills, including engagement with:
- Government contracting officers (COs), Contracting Specialists (CSs), and Master CORs.
- Senior federal executives, cybersecurity leadership, and interagency partners.
- Technical and operational expertise in one or more of the following areas:
- Cyber Incident Management - Leading teams in detection, containment, eradication, and recovery efforts.
- Threat Hunting Operations - Utilizing advanced analytics and intelligence-led methodologies for proactive threat detection.
- Cyber Defense Support Services - Overseeing security engineering, vulnerability management, and SOC operations.
- Malware Analysis & Remediation - Conducting countermeasure development, forensic analysis, and deception operations.
- Cyber Threat Intelligence (CTI) Services - Integrating threat intelligence feeds, adversary profiling, and automated intelligence enrichment.
- Joint Cyber Defense Collaboration - Engaging with DHS, FBI, NSA, CISA, and industry partners to enhance cyber resilience.
- Cyber Services Contract Management - Leading contract execution, service-level compliance, and risk mitigation for large-scale engagements.
