Performs a variety of complex administrative duties and technical inspections associated with building related construction projects sites under County jurisdiction. Performs oversight, management, and direction regarding meeting project contractual requirements related to the administration and general management of construction projects. This is a professional position working under general supervision of the Capital Projects - Manager.

Essential Job Duties
- Performs inspections (not building code specific) of County facilities
- Reviews plans and record drawings for construction to ensure compliance with County standards.
- Inspects existing County facilities/infrastructure and documents existing conditions.
- Develops, compiles, and distributes documents relating to solicitation processes, including invitations to bid, requests for proposals, requests for qualifications, requests for quotes, contract specifications, and addenda.
- Resolves problems that may arise from bids, quotes, purchase orders, contracts, or any concerns identified by departments or actual or prospective vendors.
- Serves as liaison to County Departments and Divisions for a variety of procurement needs.
- Provides day-to-day oversight and reporting of construction activities on Capital Projects.
- Assembles construction documents and specifications for in-house projects.
Typical Requirements
Education and Experience:
Bachelor's degree in construction from an accredited college or university plus progressively responsible experience in construction project management work or a combination of education and experience.
Licenses, Certifications or Registrations:
- Valid Florida Driver's License.
- NPDES Stormwater Inspector (preferred)
Knowledge, Abilities and Skills:
- Thorough knowledge of construction project management as applied to the design, construction, and maintenance of public works facilities, which include county facilities and buildings, and parks and recreation facilities, etc.
- Knowledge of materials, methods, and techniques of general building construction.
- Ability to read and interpret engineering plans, plats, and profiles.
- Experience in technical grant writing and grant administration /management preferred.
- Ability to facilitate field data collection with staff performing engineering inspections.
- Considerable knowledge of current literature, trends, and developments in the field of construction project management.
- Ability to establish and maintain effective working relations as necessitated by work assignments.
- Ability to use computer software.
