Labor Relations Manager
Examples of Duties
Under general direction, supervises the administration of City-union collective bargaining agreements. Consults with City management concerning contract interpretation and administration. Serves as Chief Negotiator for designated negotiations. Serves as department liaison with outside legal counsel for labor negotiations. Conducts training sessions on labor and employment updates (i.e.: FLSA), as well as Human Resources disciplines, policies, and procedures. Supervises the maintenance of records related to labor agreements. Oversees the City drug and alcohol, FMLA, ADA, and Unemployment Compensation programs. Coordinates EEO complaints, investigations, and recommendations. Serves as Acting Director as requested. Performs other job-related duties as required.
Minimum Qualifications
A High School Diploma or GED is required. A Bachelor's Degree in Business Administration, Human Resources Administration, or related field from an accredited four year college or university is required, a Master's Degree is preferred. Six years of full time paid experience in labor relations activities, three of which have been spent managing, administering, or advising in labor relations/contract negotiations is required. (Substitution: A graduate degree in the indicated fields may substitute for 3 years of any level of the experience required.) Experience is required in collective bargaining agreements, negotiations, and the grievance process. A valid State of Ohio Driver's License is preferred.

Consults with DPU management, Department of Human Resources and Law concerning contract interpretation and administration. Serves as department liaison with unions as well as outside legal counsel for labor matters. Conducts training sessions on labor and employment updates (i.e.: FLSA), as well as Human Resources disciplines, policies, and procedures. Supervises the maintenance of records related to labor matters and agreements. Works in conjunction with the Department of Human Resources and Law on complaints, investigations, and recommendations. Performs other job-related duties as required.

Primary Responsibilities
- Manage all activity and day-to-day operations for Labor Relations, including grievance administration, mediation and arbitration preparation, labor management meetings, contract administration, and participate in contract negotiation strategy and preparation.
- Administer, manage and/or interpret City of Cleveland programs, policies, or procedures, to include workplace policies and working conditions.
- Ensure consistent and uniform application of the disciplinary and grievance process. Promptly investigate and resolve labor issues, disputes, employee complaints, disciplinary violations/ issues, grievances, etc.
- Identifies potential areas of vulnerability and risk, develops and implements corrective action plans for resolution of difficult issues, and provides guidance on how to manage similar situations in the future.
- Conduct, participate and/or oversee fact-finding investigations: employee incidents, statements, pre-disciplinary and grievance hearings and/or conferences.
- Provides consultation and assistance to employees and managers regarding workplace concerns and disputes.
- Coaches and trains managers in the consistent application of contract language and City of Cleveland policies and procedures, including complaints, due process and discipline.
Preferred Requirements
- Juris Doctor is preferred.
- Demonstrated experience in a labor relations role within a unionized environment.
- Proven knowledge of labor laws, collective bargaining agreements, and union-management contracts.
- Excellent communication and conflict resolution skills.
- Ability to handle sensitive and confidential information with discretion.
- Excellent interpersonal skills and ability to build relationships with employees and management.
- Extensive experience in local or state government
