The mission of the District Attorney's Office is to seek justice through:

GENERAL STATEMENT OF DUTIES

Supervise Deputy District Attorneys in preparation and presentation of criminal, juvenile delinquencies, or child support enforcement prosecution and, or dependency proceedings on behalf of Marion County. Conduct criminal, juvenile and, or child support enforcement prosecution in Circuit Court proceedings on behalf of Marion County, including dependency proceedings; assist the District Attorney in the administration and direction of activities of the office of the District Attorney. Establish prosecution policy in consultation with the DA for trial team legal specialization, including juvenile delinquency, child support enforcement policy, and juvenile dependency policy.
SUPERVISION RECEIVED

Work under the general direction of the District Attorney, who assigns work, establishes goals, and reviews performance for overall effectiveness through verbal communication and analysis of reports.
SUPERVISION EXERCISED

Exercise full supervision over Deputy District Attorneys and other professional staff. Participate in selecting new personnel, provide for training, evaluate performance, respond to grievances or disciplinary problems.

Typical Duties - Duties include, but are not limited to the following
Directly Manage Child Support Caseload:
  • Monitor child support cases for compliance with support orders. Initiate child support collection and medical enforcement actions.
  • Gather and review income information for parties to determine appropriate child support amounts.
  • Represent the State of Oregon at support establishment and modification hearings in circuit court or administrative proceedings.
  • Initiate and prosecute contempt of court proceedings as appropriate for nonpaying parties.
  • Evaluate and initiate other enforcement remedies as appropriate for nonpaying parties, including but not limited to demand letters, phone calls and license suspension.
  • Review and respond to correspondence from nonpaying parties or their attorneys.
  • Meet with parties or their attorneys to discuss appropriate support arrearages payment amounts and payment plans. Draft payment plans and approve compliance agreements.
  • Complete legal research, draft legal documents.
  • Consult with and advise the Oregon Department of Justice Division of Child Support on case questions of law, policy, and procedures.
  • Respond to customer grievances. Manage County grievance process along with Legal Assistant Supervisor.
  • Attend and complete continuing legal education classes.
  • Maintains punctual and regular attendance.
  • Establish and maintain professional and effective working relationships with team members, other agencies, and the public.
  • Comply with department and county policies, procedures, and regulations.

Manage Marion County Child Support Program:
  • Manage trial unit in the Marion County District Attorney's Office. Serve in a leadership position that requires strong leadership, advocacy, negotiation, writing, interpersonal communication, and policy development skills.
  • Ensure compliance with State and Federal laws.
  • Develop and implement policy and procedures for office.
  • Develop, administer, and monitor office budget.
  • Respond to annual State and periodic IRS audits.
  • Coordinate with courts, counties and Oregon Department of Justice, Division of Child Support Programs.
  • Conduct staff meetings including attorney-investigator meetings. Participate in statewide meetings including DA Management and Oversight meetings.
  • Participate in officewide meetings and functions.
  • Represent the Oregon District Attorneys Association and/or Marion County on child support related matters before the state legislator and county hearings/meetings.
  • Directly supervise, review, and advise Deputy District Attorneys, investigators and law clerks.
  • Give direction to and provide backup supervision of legal support staff and support enforcement agents as needed.
  • Consult with and advise Oregon Department of Justice Division of Child Support on District Attorney perspectives on policy, law and procedural issues.
  • Represent Marion County on various Child Support Program legislative and child support guidelines committees.
  • Other duties as assigned by your supervisor.

Requirements for the Position
EXPERIENCE AND TRAINING
  • Graduation from an accredited school of law; AND
  • Must be a member in good standing of the Oregon State Bar; AND
  • Five years of experience as a licensed attorney practicing in criminal, juvenile and child support law or an acceptable combination of these areas of law.
  • Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.

    Experience in an area specific to the position being recruited such as, criminal, juvenile and child support law.
    SPECIAL REQUIREMENTS
    • Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business.     • This position requires possession of, or obtain within 30 days of hire, Law Enforcement Data System (LEDS) certification.
    • Must pass a criminal history background investigation, which includes fingerprinting; however, conviction of a crime may not necessarily disqualify an individual for this classification.

    • 24-hour Response: Must be available to perform response duties during an emergency.
    • This assignment is not represented by a union.
    • This is a full-time regular position, which is not eligible for overtime.
    • Typical Work Schedule: Monday through Friday, 8:00 am - 5:00 pm or to be determined, with flexibility depending upon the needs of the department and program.

    KNOWLEDGE, SKILLS, AND ABILITIES
    Thorough knowledge of criminal and juvenile law and the practices and procedures of criminal and juvenile prosecution; support enforcement and juvenile dependency law and the practices and procedures of those areas of law; courtroom and trial procedures.

    Abilities to analyze facts, evidence, and precedents and arrive at logical conclusions, superior communications skills. Appear effectively before a trial court or administrative body; supervise and provide guidance and advice to staff attorneys. Maintain effective working relationships with police agencies, judges, defense attorneys, and the public.
    PUBLIC SERVICE LOAN FORGIVENESS
    Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness Program, full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan.
