Job Summary

The Chief Financial Officer has the primary responsibility for managing the City's finances, including financial planning and analysis, budgeting, financial/accounting record keeping and reporting, decision support and analysis, and assessment and management of financial risks and emerging trends. In addition, the CFO is responsible for strategic planning, metric and data analysis, safety and risk management, procurement, and policy development governing the above. Has ultimate responsibility for all fiscal functions of the City and serves as a key member of the executive leadership team.

Essential Duties and Responsibilities

The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive.
  • Create a high performing Financial Services organization that provides outstanding customer service, appropriate fiduciary controls and systems, and information and analysis for effective decisions.
  • Assess alternatives and develop appropriate recommendations on financial and operational matters for the City Manager and elected officials.
  • Develop and recommend to the City Manager and elected officials the City's overall financial strategy and policy direction.
  • Anticipate and prepare the organization to meet emerging future challenges and trends.
  • Working with Service Area Directors and Department heads, steer and guide the organization to appropriate financial decisions.
  • Build relationships across the organization that promote candid data-based conversations and collaborative decision making as appropriate.
  • Lead the strategic planning and budgeting efforts to ensure resources are aligned and focused on the highest priority city objectives.
  • Foster organizational accountability to commitments and deliverables. Monitor progress achieving budget objectives using the Financial Management Report, Strategy Maps and metrics data.
  • Continue the development of a Financial Planning and Analysis capability across the organization that provides financial analysis and decision support to the various operating organizations.
  • Champion change and continuous improvement across the City organization.
  • Guide and lead the day to day activities of Accounting, Finance, Budget, Procurement and Safety/Risk Management.

Required Qualifications

MinimumPreferred

College degree or equivalent work experience. Some positions may require functionally related certification or advanced degrees
Bachelor's degree in Finance, BusinessAdministration, Public Administration or related fieldfrom an accredited college or university

Master's degree

Experience Requirements
  • 8-10 years of progressively responsible senior management level experience in finance, accounting.
