ABOUT THIS POSITION

The Street Transportation Department, Traffic Services division ensures the safe movement of vehicles, bicyclists, and pedestrians. The Traffic Engineer III manages technical analysis, design guidance, and quality assurance for various City and non-City projects. Responsibilities include supervising personnel in planning, designing, and analyzing traffic engineering data. Under the supervision of the traffic engineering supervisor, this position involves decision-making and recommendations using technical and communication skills. The traffic engineer III may represent the City in meetings with various agencies and stakeholders, including some events after hours and on weekends, requiring flexible work hours.

Currently, there are three Traffic Engineer III vacancies in the Traffic Services Division.

Traffic Operations & Neighborhood Traffic: This position oversees the traffic calming program, school safety initiatives, various transportation projects, and managing operations and capital budgets. Responsibilities will include:
  • Bike facility design.
  • Pavement marking and signing.
  • Traffic control device selection.
  • Traffic safety, capacity, parking, and investigations.
  • Supervision of two traffic engineer I positions.
  • Engaging with the public and occasionally meeting with elected officials and the media, including presentations to neighborhood associations and the public.
Office of Pedestrian Safety: This position oversees the Office of Pedestrian Safety, analyzing pedestrian fatalities and collisions to identify trends and causes. The position will conduct studies on infrastructure improvements, educational programs, and enforcement plans aimed at enhancing pedestrian, bicycle, and traffic safety. Collaboration with engineers and police will be essential for developing policies and projects. Responsibilities will include:
  • Securing funding.
  • Managing projects.
  • Providing technical reviews.
  • Implementing safety education.
  • Evaluating city policy for pedestrian facilities.
  • Assisting with the Safe Routes to School program.
  • Ability to cultivate internal and external partnerships.
  • Supervision of a Traffic Engineer II position.
  • Engaging with the public and meeting with elected officials and the media, including representing the City of Phoenix in national, regional, and local committees.
Traffic Design Engineer: This position involves applying traffic engineering knowledge to manage a design team focused on planning, designing, and constructing of new and retrofit traffic signals and intelligent transportation systems (ITS) related to light rail and streetlight systems. Responsibilities will include:
  • Ensuring safe traffic control.
  • Addressing public inquiries.
  • Managing right-of-way agreements.
  • Overseeing various traffic engineering projects.
  • Representing the City of Phoenix in regional committees.
  • Studying traffic issues and developing improvement plans.
  • Supervision of one technician and two traffic engineer II positions.

IDEAL CANDIDATE

Knowledge of:
  • Multi-modal transportation planning, policy and engineering.
  • MUTCD, NACTO, and other industry standard traffic engineering practices.
  • Principles and practices of employee supervision.
Ability to:
  • Prepare clear and concise reports, correspondence, policies, procedures, and other written materials.
  • Maintain a professional demeanor and soft skills to work cooperatively with internal and external customers.

SALARY

Pay Range: $88,691 - $131,040 annually.

Hiring Range: $88,691 - $113,193 annually.

MINIMUM QUALIFICATIONS

  • Three years of experience in the field of traffic engineering.
  • One year at a senior traffic engineering level.
  • Bachelor's degree in engineering, transportation engineering, traffic engineering, or a directly related field; Master's degree preferred.
  • Other combinations of experience and education which meet the minimum requirements may be substituted.
  • Must be registered in the State of Arizona as a Professional Engineer within 12 months of hire; current certification as a Professional Traffic Operations Engineer preferred.

  • Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus experience in/with:
  • Maintaining a professional demeanor and soft skills to work cooperatively with internal and external customers.
  • Basic principles and practices of budget development, administration, and accountability.
  • Coordinating and giving technical presentations to agencies, the City Council, boards, commissions, and the general public.
  • Evaluating technical information.
  • Developing and managing budgets.
  • Supervising a multi-disciplinary team.
  • Preparing reports and presentations.
