Description:
The GIS Developer will build GIS infrastructure on Amazon Web Services (AWS) to support GIS application to calculate sales taxes that should be collected at addresses across Colorado. This is a high visibility and high risk project that must be delivered to meet legislative and legal mandates for the state.
This position will work with OIT's cloud infrastructure team to instantiate servers based on specifications developed in coordination with solution engineers and existing OIT GIS staff. The GIS Developer will then install and configure GIS server software, most likely be ESRI ArcGIS suite, to support geocoding and geoprocessing services to map addresses and calculate appropriate sales tax rates. This will include ensuring proper connectivity and access to the servers by the sales tax application and appropriate personnel.
The GIS Developer will instantiate the geocoding service on AWS based on such services already in place with the OIT GIS staff and using OIT's address data. The Developer will work closely with OIT GIS staff in implementing the new service and recommending improvements to OIT's existing geocoding processes. The GIS Developer will also develop the geoprocessing services that performs the overlay of address points with sales tax districts to return relevant sales tax rate information. These services must be configured and optimized to respond rapidly to a high volume of requests daily. The services will also be exposed to the public for consumption.
These services will be called by an application that will also refer to a master address database for sales tax information. The GIS Developer will ensure proper interfaces with this application and will work with the application developer contracted to develop this back end business logic.
The GIS Developer will also assist with data development and maintenance where necessary and time allows.
