The Family Health Bureau works to improve the health of women, children and families in New Mexico through policy, surveillance, assurance, and direct services provided to reproductive age women, infants, children, adolescents and their families, including children and youth with special healthcare needs.
Why does the job exist?
The Comprehensive Addiction and Recovery Act (CARA) Program is designed to support families whose child has been born substance exposed. CARA navigators will work with the family, hospitals, providers and MCOs to identify the best support systems for the family and break down any barriers that may be preventing families from accessing services. CARA Navigators will assess and identify additional resources to meet the needs of each individual family. The Comprehensive Addiction Recovery Act (CARA) Program Manager will be responsible for the overall success of of the CARA program which includes but not limited to, Budget , staffing, program operations, reporting and administration of the statewide program.
How does it get done?
Oversight of state-wide day to day operations and provide direct management and supervision of staff. Develop and implement processes, program quality improvement, develop and implement internal/external trainings, collaboration with internal/external partners, state and federal agencies, accurate data reporting.

Those who enroll into the CARA program.
Ideal Candidate
The ideal candidate would have the ability to work both independently and in teams to address the position's responsibilities. Experience with the overall administration of an assistance program is highly desirable. Strong written and verbal communication skills, with an attention to cultural sensitivity, including through the use of email, MS PowerPoint/presentations, MS Word, and MS Excel are needed. Excellent organizational ability and attention to detail are needed. Collaborating and coordinating with other organizations, State Departments and individuals within the community.
Minimum Qualification
A Bachelor's degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a light strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include management, supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.
Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment. Five years' experience managing/supervising/evaluating employees.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Lifting up to twenty-five (25) pounds and some travel with the occasional overnight stay may be required.
