ARServices is seeking a Lead Analyst to work in the Washington, DC area*.

Job Description:
Work with a team of practitioners on the Navy's Pay Operations project to support N10 Comptroller's evaluation of financial management systems, pay operations, pay oversight, and other processes needed to support the Navy's Ops Model realignment, process modernization, and communications needed to enhanced auditability of Navy's pay and increase pay accuracy for sailors.
A qualified candidate will perform the following duties and responsibilities, but are not limited to:
Work under general supervision of the Deputy PM and/or Task Lead following direction and guidance for executing advisory and operations activities
Conduct assessment and evaluation of financial management systems and identify gaps and recommended processes improvements
Analyze personnel and pay requirements, processes, and policies to identify "as-is-state" analysis and provide recommendations on the "to-be-state", business process improvements and potential automation
Perform business process reengineering to simplify business process and document (e.g., narratives, process workflows and SOPs) in an effort to streamline operations and recommend automation opportunities
Lead definition, build, and implementation of pay oversight functions, structure, metrics, processes, handoffs, dependencies and integration opportunities
Offer advisory / strategic support and take the lead on developing various executive level communications to articulate client's path forward, issues, gaps, risks, opportunity areas, etc.
Perform operational research and synthesize information related to pay and payroll operations, organizational practices, policies, compliance, etc.
Lead planning and execution of ad hoc special projects and/or tasks to include coordinating inputs from various clients, workstreams, task leads, internal and external stakeholders, etc.
Draft documents to include status reports, summary presentations, agendas, invites, e-mails, and other communication documents
Support issue/problem management including daily identification, tracking, root cause analysis, and updating status of resolution in the appropriate tracker
Reference applicable government policies, guidance, and processes to effectively track and manage assigned tasks
Use excel to perform basic functions (e.g., data entry, formatting, sorting, formulas, etc.) for various documents
Use PowerPoint to develop various presentations to include content elicitation, creation and synthetization based on target audience, tables, etc.
Use SharePoint, MS Teams, excel and other tools/applications to workshare, store information complying with document/folder version control requirements
Use available tools to conduct qualitative and quantitative data analysis and summarize findings
Conduct meeting facilitation, interviews and focus groups including logistics, agendas, notes, monitoring chat box, screen share, reviewing materials, etc. using MS Teams or Zoom
Work autonomously and/or interact with clients and workstreams to identify, document, track, monitor and support resolution of various project issues and risks
Desired Skills:
Ability to lead client relationship management at various organizational levels (e.g., executive, senior manager, program manager, and line staff) to understand, influence and provide recommendations on Navy systems and personnel and pay operations
Ability to serve as a MilPay SME leveraging knowledge and skills to perform operational analysis of personnel and pay operations, processes and oversight measures to make improvement recommendations
Demonstrate working knowledge of Navy commands operating personnel and pay processes, policies and instructional guides
Demonstrate working knowledge of Navy Personnel and Pay System and how the tool is leveraged in the environment
Demonstrate working knowledge of DFAS Navy provided pay/payroll operational services, processes, operational controls measures, etc.
Ability to work independently and flexibility working within a dynamic-integrated team environment (e.g., clients and project team members) on Eastern Standard Time Zone
Ability to manage competing priorities and deadlines in a dynamic environment and be open to shift in tasks daily to meet client demand
Strong writing and communication skills which will be used to create documents, facilitate meetings and brief information to the project team
Ability to prioritize and manage own workload and consistently meet all deadlines timely
Ability to work autonomously and interact with clients to identify, document, track, monitor, resolve project issues, escalations, trends, risks, mitigations, etc.
