The City Engineer is responsible for the administration and coordination of the city's engineering services under the general supervision of the Director of Public Works. Duties include coordinating the design, construction, and maintenance of the city's infrastructure, review and approval of developer plats and plans, in-house design, project management, coordination of construction inspection activities. The ideal candidate must be able to establish and maintain professional working relationships with others.

  • Maintain and develop the Engineering Design Manual including standard details and Standard Operating Procedures
  • Manage engineering contracts and consultants including selection processes
  • Provide bid and construction phase services for public infrastructure projects
  • Implement and oversee Asset Management policy including risk analysis using Work Order Management System
  • Receive, investigate and respond to citizen complaints and inquiries concerning utility services, capital projects and ongoing maintenance programs, which involves maintenance of the citizen engagement tool
  • Update and maintain Public Works web pages on city website
  • Develop Capital Improvements Plan
  • Perform Development Review and Permitting - includes special event, right-of-way, driveway, site development, platting, easements, property acquisition
  • Competencies:
    • Comprehensive knowledge of the standard practices and procedures of civil engineering and construction particularly as it pertains to municipal infrastructure including transportation systems, water distribution, sanitary sewer collection, and stormwater systems
    • Ability to skillfully use a computer and related software, including word processing, spreadsheets, and other software as a service (SaaS).
    • Ability to communicate effectively with peers, supervisors, subordinates, and people to whom service is provided.
    • Ability to produce desired work outcomes, including quality, quantity, and timeliness.
    • Ability to plan and organize work, time, and resources, and if applicable, that of subordinates.
    • Knowledge of budget projection, development, management and justification practices and procedures.
    • Knowledge of construction, maintenance, upgrade and improvement techniques for municipal water distribution and sewer collection systems.
    • Knowledge of asset management principles.
    • Knowledge of federal, state, county and municipal laws and regulations relating to water distribution & wastewater collection systems, and stormwater management.
    • Knowledge of city policies and procedures.
    • Knowledge of applicable safety rules and regulations.
    • Skill in identifying problems and reviewing related information to develop and evaluate options and implement solutions.
    • Skill in speaking and dealing tactfully and effectively in high pressure situations.
    • Demonstrate high level of integrity and dependability with a strong sense of urgency and results orientation.
    • Offer flexibility and adaptability, especially during times of change.
    • Communicate effectively, both orally and in writing. Minimum qualifications & Requirements

  • Bachelor's degree in Civil Engineering or a related field with experience
  • Texas Registered Professional Engineering license, or ability to obtain within six (6) months
  • Five (5) years minimum of progressively responsible experience in design and/or review of municipal engineering projects
