Job Description

PURPOSE OF POSITION

Working with Executive leadership from Central Office, Senior leadership at Kings County Hospital Center has developed a strategic clinical growth plan featuring the implementation of several new major programs. Under the direction of Chief Operating Officer, this position oversees, directs and coordinates the development of programs, ensuring the timely achievement of key milestones.

AREAS OF RESPONSIBILITIES

Working from the strategic priorities set by senior leadership, the Director of Planning ensures that new clinical programs are implemented in a timely manner, achieving operational goals and milestones as outlined in new business plans. This position is responsible for the ongoing operation of new programs, ensuring the highest quality care and the optimal patient experience for our patients.

SUMMARY OF DUTIES AND RESPONSIBILITIES

  • Acts as operational lead and establishes dyad leadership with Clinical Program Directors to oversee new clinical programs.
  • Supervises the Business Development Analyst to ensure timely development and approval of all business plans for the hospital.
  • Supervises the Business Development Analyst to ensure the quality and timeliness of Operations Data reports.
  • In collaboration with the Clinical Program Director and hospital finance, ensures that all resources are obtained to successfully launch the new program.
  • Participates in resolution of operational problems or those emerging in the implementation of new plans and programs by working with the various operational and central units to develop appropriate actions and dispositions.
  • Working with Office of Facilities Development, ensures timely completion of all construction and renovation related to new clinical programs.
  • Working with the Office of Public Affairs, develops and implements marketing plan to ensure growth of new patient volume and access to services.
  • Develops and maintains service line relationships with other Health and Hospital facilities, particularly the sister hospitals in Brooklyn.
  • Plans, develops and designs appropriate mechanisms for organizational program review and evaluation of operating activities and resource utilization. Partners with Quality Assurance Department, Patient Experience Department and Finance department to establish measurement metrics for clinical quality and operational/financial performance.
  • Makes recommendations for resolving operating problems and escalates to or liaises with appropriate Central Office departments to facilitate solutions.


  • Minimum Qualifications
    1. A Baccalaureate Degree from an accredited college or university in Business Administration, Public Administration, Hospital Administration, Social Sciences, Management, Health Care Administration or an approved related field; and,
    2. Eight* or six** years of progressively responsible planning, design and program development experience pertaining to the operation of a major segment or all of a hospital or health care facility including substantial exposure in meeting community health needs, health care planning, design and program implementation, independent analysis review and study of health care facility operations and functions with at least three years of responsible level administrative experience coordinating the analysis of health care planning, design, development and public policy programs or approved related programs; or,
    3. A Master's Degree from an accredited college or university in Social Science, Hospital Administration, Public Administration, Business Administration, Health Care Administration, Administrative Medicine in Public Health or approved related field; and,
    4. Seven* or five** years of progressively responsible experience as described in (2), with at least three years of responsible managerial and highly responsible level administrative experience coordinating the analysis of health care planning, design development or public policy programs or approved related programs; or,
    5. A satisfactory equivalent combination of education, training and experience.
