Summary Statement
The mission of the Division of Unemployment Insurance is to minimize the impact unemployment has on the individual, their family, and community. The Division is one of five Divisions with the Department of Labor. The Director of the Division of Unemployment Insurance functions as the leader for the Division and reports to the Secretary of Labor. The Director is responsible for the overall execution and management of the responsibilities of the Division which include the collection and accounting of state UI tax from employers, application and eligibility determination for Delaware workers, maintaining compliance of federal and state Unemployment laws, and providing quality services to all stakeholders.

Job Requirements

1. Possession of a Bachelor's degree or higher in Public Administration, Business Administration, Accounting, Social Science or closely related field from an accredited college or university.
2. Two years of experience in program administration such as overseeing and directing the development, implementation and evaluation of human services programs and services; and planning and establishing short and long-range program goals and objectives.
3. Experience in achieving results within a complex organization while addressing the demands of varied stakeholders.
4. Experience in strategic planning.
5. Two years of experience in policy administration, which includes planning, developing, implementing and evaluating policies and procedures.
6. Two years of experience in budget administration including managing, developing, analyzing and implementing budgets and establishing internal controls.
7. Experience in representing an organization in public forums including community and legislative stakeholder events.

- Oversee Unemployment's 10+million operating budget and grants to ensure federal and state compliance.
- Lead a staff of over 100 employees and contractors to fulfill the mission of Unemployment Insurance.
- Provide support and seek consultation from the Unemployment Insurance Advisory Council to ensure stakeholder input to Division goals and priorities.
- Work as a collaborator with other Divisions within the Department as well as other state agencies, federal partners, business and community partners to support minimizing the impact of Unemployment.
- Ensure compliance with federal and state laws and regulations governing Unemployment Insurance, including ensuring the Division is responsive to federal and state requests for reports and information.
- Work as an innovator and facilitator to ensure systems, processes, and people are working in alignment.
- Ensure that operations align with State policy, accounting best practices and audit mandates.
- Oversee the preparation of proprietary fund trial balance to prepare for audit. Address potential audit findings or concerns promptly.
- Oversee accounting of the Unemployment Insurance Trust Fund.
- Responsible for the design, implementation, and maintenance of the Division's internal controls.
- Provides leadership in the development of new division-wide policy.
- Oversees the functions and responsibilities associated with federal grants, the State's Single Audit, and Federal DOL audits.
