Summary

Under general policy direction of the Chief Maintenance Officer, plans, coordinates, supervises and performs activities involved in the specification, acquisition, maintenance and repair of Agency equipment and vehicles; prepares annual maintenance budget; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS
The Deputy Chief Maintenance Officer is responsible for planning, development and implementation of the fleet maintenance department. The incumbent required to achieve efficient operations and effective communications with customers, third party vendors, and Agency employees and executives. Assignments are broad in scope and allow for a high degree of discretion in their execution.
Duties & Responsibilities

  • Plans, coordinates, inspects, supervises and participates in the maintenance and repair, including overhaul of Agency equipment and vehicles.
  • Analyses maintenance issues and trends and offers and implements solutions.
  • Supervises and assigns work to subordinates, providing general instructions and technical assistance; oversees maintenance and coordinates the scheduling and completion of maintenance tasks and activities.
  • Participates in the specification writing and procurement of revenue, non-revenue vehicles, and shop equipment
  • Authorizes the purchase of parts, equipment tools, and supplies.
  • Monitors maintenance expenditures; administers the maintenance budget; coordinates special projects.
  • Monitors developments and trends related to bus and vehicle maintenance and repair, conducts research and evaluates opportunities for improving efficiency reliability and cost; recommends and implements program, policy and procedure improvement and the upgrade or replacement of equipment.
  • Consults with and advises subordinate staff members on new programs and procedures.
  • Prepares executive-level reports and correspondence.
  • Participates in employee and labor relations activities; conducts grievance hearings for bargaining-unit employees and makes decisions on disciplinary or other appropriate personnel actions; serves on the Agency's management bargaining team.
  • Implements and manages maintenance departmental goals and procedures as directed by the Chief Maintenance Officer.
  • Acts in the position of Chief Maintenance Officer in his absence.
  • Participate in the development and execution of the department key performance indicators
  • Monitors the quality and support from third party fleet maintenance vendors.
  • Other duties as assigned

  • Minimum Qualifications

    Knowledge of:
  • Planning, development, implementation, and evaluation related to a variety of maintenance functions.
  • Principles and practices of department organizational development.
  • Modern management theory and leadership.
  • Ability to:
  • Identify departmental problems and formulate solutions.
  • Communicate effectively both orally and in writing.
  • Prepare executive-level correspondence and reports.
  • Establish working relationships with management, employees, and employee representatives.
  • Exercise appropriate judgment.
  • Implement and manage maintenance departmental goals and procedures.
  • Lead a group of skilled and unskilled, and professional personnel

  • Education, Training and Experience:
    A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a recognized four-year college or university with a major in public administration, business administration, vehicle maintenance or a closely related field; and ten years of progressively responsible vehicle maintenance experience, at least five years of which were at a management or supervisory level; or an equivalent combination of training and experience. Experience with a public transportation agency is preferred.
    Licenses; Certificates; Special Requirements:
    A valid California Class B Commercial driver's license and the ability to maintain insurability under the Agency's vehicle insurance policy.
