About the Behavioral Health Administration: The Behavioral Health Administration (BHA) is responsible for policy development, service provision and coordination, program monitoring and evaluation, and administrative oversight of the public behavioral health system. BHA funds, supports, and monitors numerous mental health and substance abuse community programs and providers, reviews and designates the State's 27-65 providers, and licenses substance use disorder service providers. BHA executes the State's federal responsibilities as the State Mental Health Authority and the State Substance Abuse Authority for the purposes of administering federal mental health and substance abuse block grant funds.

Additionally, BHA leads and promotes the State's behavioral health priorities, ensures that behavioral health services respond to the changing needs of communities, monitors State and local data, and continuously evaluates State efforts. In collaboration with other state agencies, BHA is accountable for the delivery of behavioral health services in Colorado. It bestows a streamlined and efficient government approach to support quality care while minimizing the burden on providers so that they can focus on service delivery. BHA is responsible for behavioral health policy development and effective collaboration with cross-sector partners working in and around the behavioral health system and along the continuum from prevention to treatment and recovery. BHA works in partnership with State agencies to reduce bureaucracy and fragmentation.

This position is located within the Technology and Data Division of BHA. The Technology and Data division is responsible for the end-to-end data and digital strategy for the BHA. The division supports the Behavioral Health Administration (BHA) in coordinating and managing the implementation of technology solutions that improve the delivery of behavioral health services, including systems administered by other agencies such as those in the Medicaid Claims and Eligibility space. The division's responsibilities include supporting internal and external partners, ensuring that technology systems are user-friendly and efficient, and facilitating data sharing and reporting to meet regulatory and organizational needs. By collaborating with other state agencies, the division helps streamline processes and support the State's behavioral health priorities.

Description of Job

About this Position:
This position serves as the senior authority for the Technology and Data Division on cross-agency initiatives related to data exchange and interoperability as well as system designs across agencies and is critical to the success of HCPF and counties' health and human services programming across the state. Agency management routinely relies on the expertise and decisions of this position for broad critical program and policy direction related to cross-agency improvement opportunities and strategic initiatives/projects. This position also has direct authority and impact on processes and procedures both inside and outside of the agency by serving as a BHA lead for HCPF related to the Behavioral Health Claims and Eligibility Project, the Enterprise Data Governance Advisory Board, and the CDHS Data Governance Interoperability, and Security Implementation and the establishment of a Data Sharing Agreement Program for the Agency. This position serves as the subject matter expert for the Technology and Data Division's implementation of a Data Governance and Privacy System for all BHA, which includes project management, process improvement, change management, and portfolio management programs.

Further, they facilitate governance of the Technology and Data Division portfolio by processing new project requests, including the review and triage of requests for gating criteria, to ensure alignment of strategic goals and project teams. Last, the SPM is expected to use visionary leadership and relational strategies to determine the best course of action in complex contexts. This position frequently updates internal and external Executive Management and Office Leadership from HCPF, CDHS, and OIT on progress and issues related to ongoing cross-agency initiatives/projects.

This business and technology partnership addresses Interoperability needs around Data Governance and Program and Policy processes in support of Data Integration, User Security, Data Management, Data Analytics, and Identity Resolution. This person functions as the work lead over the efforts of the privacy officer, oversees all Data Sharing Agreements with BHA and its partners, and ensures their execution meets business priorities.

This position serves as the senior authority and pacesetter for BHA's IT Project Management on cross-agency data interoperability and connectively projects influencing both BHA systems as well as HCPF and CDHS systems such as Peak, Peak Pro, MMIS, BIDM, and CBMS. The position has significant skill and expertise in software development life cycle project management. OIT, HCPF, CDHS, and CDEC look to this position as the subject matter expert when making decisions regarding the BHA IT project management and change management efforts for systems that integrate or impact Behavioral Health Services.

The position is a skilled Senior Interoperability Project Manager, coordinating and managing projects within the BHA Technology and Data Division Portfolio, ensuring all projects support the division's overall goals as well as align with BHA's organizational strategies. The position has in-depth experience in technology project management, strong organizational skills, and a focus on delivering projects on time and within scope. This position is key in ensuring project alignment with BHA's objectives, maintaining communication across teams and partners, and ensuring smooth project execution.

Minimum Qualifications
Experience Only:
Nine (9) years of relevant experience in an occupation related to the work assigned to this position
OR
Education and Experience:
A combination of related education and/or relevant experience in an occupation related to the work assigned equal to nine (9) years.

Conditions of Employment:
  • Standard Background. ALL CDHS employees (non-direct contact): CBI name check, ICON Colorado court database, Medicare fraud database, Reference checks, Professional License verification (licensure requirements), and drug screen (commercial Driver's license).

  • Travel:: Frequent travel is required for Site Visits within the State of Colorado and to headquarters as needed may be required to complete overnight travel, infrequent extended travel, or travel outside of Colorado.
