Job Summary
This position, located within the Department of Health Care Finance (DHCF), Office of the General Counsel and serves as a senior attorney handling the more complex and difficult matters. Reviews various legal documents and relevant case laws to determine whether execution or non-execution of proposed actions is in the best interest of the District of Columbia government. Provides statement of reasons and draft language necessary to obviate objections.

Duties and Responsibilities
The incumbent examines and analyses proposed orders, legislation and other legal documents from various sources for legal sufficiency, both as to the form and substance of rulemaking decisions. Performs the aforementioned research and provides oral or written opinions resulting from such analysis. Reviews records of hearings, including briefs filed, exceptions taken, rulings made, tentative decisions, as well as reports of findings of fact and conclusions of law. Prepares memoranda on legal questions and proposals and drafts tentative documents of final decision. Consults frequently with officials of various administrative agencies providing advice as to the extent of their legal duties and power. Prepares and/or reviews complaints, citations and other documents related to pleadings, as the basis for hearings or other actions. Serves as prosecutor, presenting evidence to support cases and handles administrative appeals.

Confers with and incorporates concerns of District Government officials, members of administrative bodies, and officials outside the District Government regarding all actions taken during reviews, as well as the conclusions from proceedings on other matters handled. Attends and participates in hearings before committees of the Council of the District of Columbia and the Congress pertaining to proposed laws and/or legislation which may affect existing laws related to the functions DHCF. Assists other components of DHCF in court litigation. Performs all functions related to case and calendar management. Keeps abreast of judicial, agency, and other changes in laws and regulations related to the functions of the DHCF. Provides technical guidance and assistance to junior attorneys of the DHCF in areas of special expertise.

Qualifications and Education
Must possess a LLB or Juris Doctor (J.D.) degree from a law school accredited by the American Bar Association (ABA) at the time of appointment.

Must have at least three (3) year of post J.D. professional legal experience at or equivalent to the LA-13 grade level, or its non-District equivalent.

Licenses and Certifications
The candidate must be a current member in good standing of the District of Columbia Bar or must be admitted in another United States jurisdiction, be eligible to waive in, and be admitted into the D.C Bar within 360 days of their appointment. If eligible for waiver, incumbent must submit an application for admission to the District of Columbia Bar prior to commencing employment. The candidate must remain a member of the DC Bar in good standing throughout his/her tenure as an Attorney Advisor.

The work is performed in a typical office setting.

Collective Bargaining Unit (Union): This position is represented by a collective bargaining unit and is subject to union dues thru payroll deduction.

Residency Requirement: Applicants claiming Residency Preference will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.

Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
