Job Summary

This position is located in the Department of Energy and Environment (DOEE), Utility Affordability Administration. The mission of DOEE is to protect the environment, conserve natural resources, and improve the quality of life in the District of Columbia. As the nation's capital city, the District will become a model of environmental protection and sustainable environmental practices. In partnership with other District agencies, the federal government, business groups, Non-Profit organizations, and residents, the department will help instill environmental awareness through innovation and best practices.

This position will help the Utility Affordability Administrations better leverage utility affordability, weatherization, and energy efficiency data to support the Administration. UAA is seeking a highly motivated individual to provide data analytics, project management, program support, and expertise across the Utility Affordability Administration. UAA is looking for a candidate with extensive knowledge in project management, analytical, statistical and program evaluation methods and techniques. The candidate should have experience with oversight of utility affordability/energy markets, and program development and tracking. This position will be responsible for design and executing data and policy research focused on improving and advancing agency goals, policies, and procedures.

Duties and Responsibilities

Provide critical analyses and evaluation of actual or potential effectiveness of current and/or projected program activities. Provide technical assistance in the design, development and implementation of improved program operations. Review and analyze planning and operations activities of major program areas administered by the department. Conduct management surveys, audits, projects, etc., and provide advisory services to operating or management officials. Demonstrated ability to effectively communicate orally and in writing to prepare and present recommendations and solutions regarding complex issues based on analysis and evaluation, including the preparation and presentation of reports, proposals, charts, graphs, etc. Expert knowledge of appropriate laws, technical requirements, and guidelines necessary for the implementation of agency/departmental programs. Expert knowledge of the agency/departmental program goals and objectives, the sequence and timing of key program events and milestones.

Participate in the development of the comprehensive agency plan, and in coordination of office operational planning and grant applications within the agency. Provide technical assistance, draft recommendations, and review for office level program plans. Lead and manage program development projects, support grants development and data collection to support proposal writing, provide coordination and technical assistance on program or office development projects. Meet with agency officials and managers to provide advice, guidance and technical assistance to programs in the development of review indicators. Prepare trend analysis and programmatic reports, justifications, operating policies, procedures, and guidelines concerning assigned program(s) and recommend required changes and adjustments to ensure proper and adequate accomplishment of program goals and objectives. Plan, develop, and implement a system for obtaining and providing data required by the agency/department for long-range planning and projections needed for evaluation of day-to-day operations.

Qualifications and Education

Specialized Experience: Specialized experience directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.

Extensive technical skills experience to include Data processing languages (R, Python, and/or SQL), Data visualization software (Tableau, Excel, Power BI) Professional office skills (PowerPoint, Word, Excel, etc.) 2 - 4 years professional experience as a data analyst (highly preferred)
