Status: Full Time Part Time Regular Temporary
FLSA: Exempt Non-Exempt (Exemption status is dependent on step progression.)
Job Summary:
The Shelter Program Manager is responsible for overseeing shelter site programs with Chief Seattle Club (either at Raven Village or Eagle Village): includes staff supervision, regular recruitment and hiring of staff, preparing and managing program budgets and spending, maintaining relationships with contract monitors and ensuring the upkeep and maintenance of the facilities.
Transitional Housing Shelter Program provides 24/7 enhanced shelter and related services for Native adults experiencing homelessness. Referrals to the program come internally from the Chief Seattle Club Housing Services program.

Essential Job Functions:
- Provides leadership in program coordination using a low-barrier, harm reduction model.
- Develops and implements strategic plans aligning with Housing First, King County Coordinated Entry, and other homelessness initiatives.
- Builds and maintains relationships with community partners, local businesses, donors, volunteers, and advocacy organizations.
Management & Compliance:
- Oversees staff scheduling, payroll approval, and financial processes, ensuring full program coverage 365 days a year.
- Monitors government contracts, assist with audits, and ensure compliance with funding requirements.
- Hires, trains, and supervises program staff and volunteers, fostering staff cohesion and ensuring compliance with CSC policies.
- Maintains accurate tenant files while ensuring confidentiality.
- Develops and maintains a workplace that values and supports a culturally Native work and service environment.
- Communicates agency-wide policy, impacts HR, accounting, and operations teams.
Operations & Data Management:
- Oversees facility maintenance, supply purchasing, and emergency preparedness.
- Supervises client data entry in the agency database and Homeless Management Information System, ensuring accuracy for funding reports.
- Ensures the shelter is a safe, supportive, and culturally responsive environment that helps clients secure housing.
- Uses data for program evaluation and service improvement. Develop a thorough understanding of funders' and the provider community's use of data.
- Ensures compliance with food safety, health department, and donor standards.
- Manages client complaints and appeals, ensuring policy and contract compliance.
- Oversees move-ins, move-outs, unit turnovers, and on-site cleaning coordination.
- Performs other duties as situation requires or as assigned by supervisor.
Knowledge, Skills, and Abilities Required:
Education: GED or High School diploma; bachelor's or master's degree in social work, Human Services, Public Administration, or a related field preferred.
Experience:
- Minimum of 3-5 years [HD1] of experience in shelter management, housing programs, or social services, including supervisory experience.
- Experience working with individuals experiencing homelessness, survivors of domestic violence, or other vulnerable populations.
- Must have a strong understanding of historical and intergenerational trauma among Indigenous communities.
- Knowledge of trauma-informed care, harm reduction, and housing-first principles preferred.[HD2]
Training & Certifications:
- CPR & AED first aid certification (or ability to obtain within 90 days of hire).
- De-escalation training and crisis intervention training (or ability to obtain within 90 days of hire).
Technical Skills & Competencies:
- Must have proficient knowledge of computers and technology: including use of MS Office 365, MS Teams may also require teaching others to use computers.
Soft Skills:
- Must have excellent customer service, be highly organized, flexible, independent, culturally sensitive, and detail-oriented with the ability to multitask.
- Excellent communication skills, both oral and written. Must have the ability to manage complaints/conflicts in a calm and professional manner.
Preferred Qualifications:
- This position is encouraged to participate in advocacy to increase housing for people who are homeless as well as encouraging site staff to do the same.
