Responsibilities:
- Facility Planning & Programming: Lead the development of facility and infrastructure requirements for assigned projects, ensuring that all necessary resources and approvals are identified and obtained.
- Program Documentation: Prepare and submit accurate programming documentation, including cost estimates and detailed reports, ensuring adherence to established timelines.
- Project Coordination: Collaborate with engineers, architects, planners, contracting officers, and external stakeholders to ensure proper coordination and integration of design considerations.
- Budget & Funding Support: Work with organizational managers and budget personnel to gather and verify information needed for Congressional funding approval and to justify proposed facility programs.
- Project Feasibility & Efficiency Assessment: Advise the Government on the achievability, feasibility, and efficiency of proposed projects, considering constraints like cost, manpower, and schedules.
- Program Promotion & Presentation: Advocate for facility projects using sound engineering and architectural principles, presenting proposals to stakeholders including senior leadership.
- Maintenance & Repair Assessment: Accurately assess and document facility maintenance, replacement, and repair needs, ensuring project schedules and costs are well-managed.
Qualifications:
- Educational & Experience Requirements: Minimum of an Associate's Degree or 3-7 years of experience in facility planning, engineering, or related fields.
- Technical Expertise: Proficiency in project or construction management, including facility sustainment, repair, renovation, and new construction.
- Software & Analytical Skills: Strong proficiency in MS Office tools (Excel, PowerPoint, Outlook, Word) and a solid understanding of engineering mathematical calculations and unit conversions.
- Communication Skills: Exceptional written and verbal communication skills, with the ability to develop and present engineering reports, documents, and presentations.
- Construction & Project Scheduling Experience: Familiarity with facility project scheduling, on-site project inspection, cost estimating methodologies, and the preparation of construction contracts.
