Position Description
Under the supervision of the Office of County Administration (OCA) - Chief Officer of Human & Civil Rights, the Human and Civil Rights Specialist of Learning and Development will spearhead initiatives aimed at enhancing the knowledge, skills, and abilities of Harris County employees. This position will be responsible for designing, implementing, and evaluating comprehensive learning programs to foster an effective learning and organizational culture aligning with OCA's strategic plan and human and civil rights within the organization.

Duties and Responsibilities:
- Needs Assessment: Conduct, maintain, and refresh needs assessments and analysis to identify and thoroughly understand the developmental needs of the organization.
- Training Program Development: Collaborate with internal and external stakeholders to design and implement learning programs that support the growth of the organization.
- Curriculum Design: Design engaging and interactive learning curriculum, including but not limited to presentations, workshops, e-learning modules, and other resources aligned with adult learning best practices and principles.
- Facilitation: Facilitate learning sessions and workshops for employees at all levels of the organization, ensuring content is delivered effectively and in a manner that promotes buy-in, understanding, and engagement.
- Evaluation: Gather constructive feedback to evaluate the effectiveness of the learning programs through surveys, assessments, and other mechanisms to develop and adopt recommendations for continuous improvement.
- Partnerships: Collaborate with internal and external stakeholders, subject matter experts, and vendors to enhance the breadth and depth of the learning opportunities to ensure alignment with the organization's strategic plan.
- Documentation: Maintain accurate metrics of learning activities, attendance, evaluations, and feedback and prepare data reports as needed.
- Promotion and Awareness: Promote awareness of learning opportunities and resources available to employees, and actively encourage participation to foster a culture of continuous learning and development.

- Bachelor's degree in Education, Organizational Development, Human Resources, or a related field from an accredited college or university.
