WHO WE ARE LOOKING FOR
The seeks a for its Division of Traffic Engineering and Operations. This role is responsible for overseeing and managing the Division's Operating and Capital Improvements Program budgets. The position tracks expenditures and reports to the Division Chief and to the Program Managers within the Division. Special focus is given to areas such as the development of quarterly budget analysis reports, Continuity of Operations Planning (COOP), updating Division databases, and managing/addressing personnel issues and associated training. The position also involves reviewing Impact Tax Credit documentation to verify eligibility and coordinating with the Deputy Director and Developers' representatives to resolve any issues. The Management Services Section supports contracts, purchases, and financial analysis, as well as managing the Division's Human Resources Liaison. Additionally, this position coordinates the creation of formal positions and financial impact analyses for State legislation while providing guidance to the Management and Budget Specialist.
What You'll Be Doing
As the Manager overseeing the Division's financial needs, this role involves regular analysis of budgets and budget projections, recommending savings plans and reductions to the Department Director, as needed, and ensuring expenditures are monitored, tracked, validated in the financial system, and reported to the Management Team. The position also provides oversight for the Management Services team, which includes Human Resources, procurement, contractual, and IT functions. This includes reviewing and approving all personnel actions, managing IT resources, and planning and programming IT needs. Additionally, support is provided for developing new contracts or contract amendments. Procurement Exemptions are reviewed and approved as necessary, and the Division's contracts are consistently monitored and tracked.

Minimum Qualifications
- Experience: Five (5) years of progressively responsible professional experience in a in transportation or business management.
- Education: Graduation from an accredited college or university with a Bachelor's Degree.
- Equivalency: An equivalent combination of education and experience may be substituted.
Preferred Criteria, Interview Preferences
- Experience in financial management in the development and preparation of capital and operating budgets and management of expenditures, procurement, and operational oversight.
- Experience in leading, supervising and managing employee teams, tasks, and assignments, with emphasis on abilities to convey leadership qualities that promote teamwork and customer-based solutions in alignment with the Division's goals and mission.
- Experience in generating oral and written responses to Executive, Legislative, business, community, and individual customer issues.
