Description:
Job Description (1) Demonstrated skill in dealing with the agency and contractor staff is required as the job demands daily interaction with the project team that may tend to lose focus. Must be able to communicate effectively to get the tasks completed by others. Ability to resolve resource conflicts in a timely manner to keep the projects on time and on budget, and to advise management on the expedited resolution of these resource conflicts.

(7) Proven experience overseeing IT projects involving the use of Earned Value Management, Capability Maturity Model Integration (CMMI), Information Technology Information Library (ITIL), and MS Project, aswell as prior hands-on technical experience in a software development environment
(8) Utilize process modeling, requirements management, office automation and project management tools
(9) Work with other team members to develop processes, use cases, and other associated requirements documentation (business rules, data specification, etc.) to accurately describe business requirements
(10) Perform market research and perform gap analysis against defined requirements (11) Assist with project schedule development, including task definition, duration, and resource estimates
(12) Ability to develop, facilitate, and provide training to RRB internal organizations on program management and governance best practices.
(13) Ability to facilitate meetings and conference calls, as required. This shall include scheduling the meetings; drafting and delivering agendas and meeting minutes; providing and archiving required documentation; and documenting, tracking, and following-up on action items from the meetings
(14) Ability to present information to various levels of management and support teams in a coherent manner to emphasize and ensure understanding of value added of current initiatives and best practices
(15) Ability to develop, provide, and organize program management and governance best practices information, guides, wizards, and other materials to build government capability and provide training if needed.
