POSITION TITLE:
Facilities Planner
GENERAL STATEMENT OF DUTIES:
The Facilities Planner is responsible for overseeing the budgeting, planning, and construction of new school facilities, as well as the renovation of existing facilities and large capital projects. This role involves preparing and providing comprehensive reports, planning documents, bid documents, and other necessary information to the Board of Education, Superintendent, staff, the Maryland State Department of Education (MSDE), and other relevant government agencies. Additionally, the Facilities Planner prepares and submits required reports to the Maryland Interagency Commission on School Construction (IAC).

Facilities Planner
GENERAL STATEMENT OF DUTIES:
The Facilities Planner is responsible for overseeing the budgeting, planning, and construction of new school facilities, as well as the renovation of existing facilities and large capital projects. This role involves preparing and providing comprehensive reports, planning documents, bid documents, and other necessary information to the Board of Education, Superintendent, staff, the Maryland State Department of Education (MSDE), and other relevant government agencies. Additionally, the Facilities Planner prepares and submits required reports to the Maryland Interagency Commission on School Construction (IAC).
ESSENTIAL FUNCTIONS:
- Facility Condition Monitoring: Regularly assess the condition of school buildings and equipment; develop and submit annual plans for systematic renovations and equipment replacements to be included in the Comprehensive Maintenance Plan and the Capital Improvements Plan submitted to the MSDE.
- Project Coordination: Oversee the design, planning, bidding, and construction processes for new facilities, renovations of existing structures, and systemic upgrades.
- Budget Preparation: Assist in developing the capital improvements budget for all school facilities, ensuring alignment with strategic goals and financial constraints.
- Project Monitoring: Supervise construction and renovation projects, including roof replacements, HVAC equipment installations, and other capital initiatives, to ensure compliance with relevant codes, regulations, and specifications.
- Regulatory Compliance: Coordinate and monitor the implementation of Occupational Safety and Health Administration (OSHA) and Maryland Occupational Safety and Health (MOSHA) regulations within all facility projects.
- Environmental Compliance: Ensure that all construction projects adhere to environmental regulations and project specifications, maintaining a focus on sustainability and safety.
- Documentation Maintenance: Maintain comprehensive files, plans, and architectural drawings of all facilities, ensuring they reflect the most recent renovations and equipment replacements.
- Contract Management: Assist in handling contracts, bidding processes, purchasing, and monitoring of services and materials provided by vendors, ensuring compliance with procurement policies and quality standards.
- Building Inspection Support: Assist with the Building Inspection Program to ensure facilities meet safety and operational standards.
- Maintenance Collaboration: Provide support to the Maintenance and Operations Manager and maintenance personnel to promote the efficient operation and upkeep of all school facilities.
- Stakeholder Communication: Prepare correspondence and deliver presentations to the Board of Education, County Commissioners, MSDE, and other stakeholders involved in decisions regarding construction and renovation projects.
- Reporting: Report directly Maintenance and Operations Manager, providing regular updates on project statuses and facility needs.
- Additional Duties: Perform other related duties as assigned to support the objectives of the school system.
QUALIFICATIONS:
- Education: Bachelor's degree in Architecture, Planning, Public Administration, or a related field from an accredited institution is preferred. A Master's degree or certification through the American Institute of Certified Planners (AICP) is desirable.
- Experience: At least three (3) years of experience in facilities planning, public administration, or a related field. Experience with educational facilities planning and knowledge of institutional facility requirements are highly desirable.
- Skills:
- Proficiency in reading and interpreting site and floor plans, construction documents, and maps.
- Advanced skills in computer applications such as CAD, Microsoft Office Suite (Excel, Word, PowerPoint), and Adobe InDesign and Acrobat.
- Strong analytical and critical thinking abilities for problem-solving.
- Excellent organizational skills with the ability to manage multiple projects simultaneously.
- Effective interpersonal, oral, and written communication skills.
- Ability to work collaboratively with diverse groups of stakeholders.
- Knowledge: Familiarity with educational facilities architecture and engineering planning and design principles. Understanding of OSHA and MOSHA regulations, as well as environmental compliance requirements related to construction projects.
