The Program Manager will oversee and have overall responsibility for the direction of the adult outpatient services teams on the northside. They will provide direct clinical supervision for team members, run team meetings, help develop and monitor treatment plans for the team's clients, and develop and administer tracking systems for required documentation to ensure quality service delivery and effective interventions to clients. The Program Manager will continuously monitor the quality of outpatient services provided and make recommendations to the Clinical Director to ensure continuous improvement. They will also provide individual and group services to clients. The Program Manager will provide and ensure the teams provides client-centered, strengths-based, and trauma-informed services to clients with mental illness and co-occurring substance use disorders utilizing a recovery and harm reduction approach.

Responsibilities
  • Serve as the senior clinician for the program, providing strengths-based, client-centered, and trauma-informed clinical services to adults, couples and their families with mental health diagnoses and co-occurring substance use disorders. This includes but is not limited to comprehensive bio-psychosocial assessment, collaborative individualized treatment planning, long-term individual therapy, couples/family therapy, short-term therapy, skill building and case management services.
  • Demonstrated success in providing evidence-based assessment and treatment to adults presenting with a broad range of mental health concerns and their families.
  • Provide on-going supervision, training, coaching, and mentoring to direct reports, as well as group supervision/consultation to staff needing licensure, as needed.
  • Develop and maintain communication and safety protocols of service provision.
  • Track program capacity and assist in ensuring new referrals are connected with the appropriate level of care.
  • Manage communication regarding eligibility and capacity in programs within the organization. Report on service needs and trends, and alert Director of excess capacity issues.
  • Develop and implement systems to increase department efficiency; i.e. increase immediate access to services, respond to high needs clients, manage internal/external referrals.
  • Develop plan to measure clinical outcomes that includes standardized assessment tools and concrete measures of the effectiveness of the treatment approaches.
  • Ensure timely responses to authorization issues from managed care organizations
  • Adhere to all insurance and accrediting bodies (Medicaid/Medicare, CCBHC, CARF, etc) requirements to ensure compliance and coordinate with Quality Assurance department around any and all audits
  • Train new employees to provide quality services to clients, including New Staff Orientation facilitation and employee on-boarding. Ensure continued education and training for assigned clinical and administrative staff to strengthen services provided.
  • Monitor and adjust employee schedules accordingly to ensure enough clinical time is scheduled to meet direct service requirements.
  • Ensure employees review organizational policies and procedures; and understand duties, projects, and priorities of the department.
  • Develop and maintain relationships with subcontractors, priority partners, and hospital systems.
  • Interact and collaborate with other programs within the organization and interface with various external partners.
  • Participate in meetings, committees, and work groups and oversee the implementation of special projects, grants, and new programming as needed.
  • Create and update training resources related to outpatient services, ensuring materials are reflective of best practices, including alternative treatment modalities
  • Review and revise program manuals as needed; and manage department ordering.
  • Provide on-call coverage as assigned.
  • Perform other related duties and/or projects as assigned.


Qualifications
  • Master's Degree in Social Work, Psychology, Counseling, or other closely related field required
  • Licensed Clinical Professional Counselor or Licensed Clinical Social Worker in Illinois required
  • Minimum two years experience working with people with mental health and/or substance use diagnoses
  • Experience providing group therapy
