As a Behavioral Health Fiscal Accountability Analyst, you'll play a key role in managing the finances of large behavioral health programs in Washington State. In this position, you'll handle important work such as monitoring budgets, creating financial models, and ensuring Medicaid and grant-funded contracts run smoothly. You'll work closely with teams across different departments and agencies, take part in important projects, and help improve financial policies that impact health services. Functioning as both the state's largest health care purchaser and its behavioral health authority, the Washington State Health Care Authority (HCA) is a leader in ensuring Washington residents have the opportunity to be as healthy as possible. About the position:

This position is responsible for overseeing and ensuring proper financial monitoring of HCA contracts, especially those related to Medicaid, state and federal grants, and behavioral health services through Behavioral Health and Administrative Services Organizations (BHASOs). Key duties include developing and managing fiscal oversight activities, helping program managers create service contracts and financial policies, and supporting the design of reimbursement methods for Medicaid and other services provided by BHASOs and Managed Care Organizations (MCOs). The role also involves estimating costs for audits and ensuring financial compliance across various HCA programs statewide.

This position is eligible to telework but is occasionally required to travel or report on-site to meet business need. The default assigned work location of all Health Care Authority (HCA) positions - both on-site and telework eligible positions - is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.

Duties
Some of what you will do:
  • Evaluates fiscal activities, financial records, procedures, processes, and policies to ensure compliance with state and federal regulations, as well as legislative requirements.
  • Creates and monitors corrective action plans in line with federal requirements and legislative mandates.
  • Designs, develops, and implements fiscal structures for federal reimbursement policies, procedures, surveys, and monitoring to ensure continued federal funding.
  • Writes clear and effective audit reports, prepares and delivers formal and informal reports, memos, and presentations to both internal and external stakeholders, and provides findings and recommendations for corrective actions to BHASOs.
  • Acts as Project Lead as needed and ensures high-quality audit engagements by defining audit objectives, conducting risk analysis, developing criteria, and determining project scope, approach, and evidence review.
  • Conducts entrance and exit conferences with BHASOs during audit engagements.
  • Coordinates and responds to fiscal audits.

Qualifications
Required qualifications:

Qualifying candidates will meet one of the following criteria options:

Option 1:
  • Bachelor's degree in accounting or a closely related field and
  • Three (3) years of the required experience below

Option 2:
  • Associate degree in accounting or a closely related field and
  • Five (5) years of the required experience below

Option 3:
  • Seven (7) years of the required experience below

The required experience includes the following:
  • Professional auditing or accounting experience.
  • Ability to travel statewide using a state-owned vehicle.
  • Knowledge of Generally Accepted Accounting Principles (GAAP), Governmental Accepted Cash Accounting, and Auditing Standards.
  • Ability to interpret policies, procedures, financial reports, legislation, and other financial data.
  • Ability to effectively communicate both orally and in writing with peers, contractors, executive management, and staff from other agencies.

Note: Position requires the incumbent to successfully meet all contracts training requirements within the first 30 days of employment.
Preferred qualifications:
  • Master's degree in public administration or related field, with two years of professional experience working with large, complex financial systems/information (experience within state or government entities strongly preferred).
  • Seven years of experience in the financial field.
  • Four or more years of experience in financial modeling.
  • Two or more years of experience querying data using programs such as SQL.
  • Expert/advanced skill level with Microsoft Excel, including designing complex models, structuring data for pivot tables, and composing nested formulas.
  • Strong analytical skills for financial research and modeling in complex multi-system environments.
  • Ability to analyze data, develop problem-solving strategies, establish benchmarks, and support ideas using data.
  • Experience analyzing budgeted, forecasted, and actual expenditures, identifying variances, and effectively communicating reasons for differences.
  • Working knowledge of analytical query protocols/software such as SQL.
  • Experience working with Washington State systems, including AFRS, BDS, and Provider One.
  • Familiarity with state and federal laws, rules, and regulations governing grant, Medicaid, CHIP, and state-funded health programs.
  • Knowledge of executive and legislative processes in state government, with experience contributing to decision packages and fiscal notes.
  • Effective verbal and written communication skills, with the ability to present complex financial information to non-financial audiences.
  • Experience communicating with diverse audiences, including government officials, federal auditors, and staff with varying levels of financial expertise.
  • Ability to build consensus among internal and external stakeholders for departmental and legislative initiatives.
  • Experience developing and reviewing complex written materials, providing detailed policy analysis, and supporting policy recommendations.
  • Experience working with the federal government.
  • Ability to travel for several days at a time.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
