Job Description
Summary/Objective
The Subcontract Manager will prepare, issue, and oversee all program-related subcontracts on a DoD simulation and training program. This position ensures that complex subcontracted services and products are delivered on time, within budget, and meet the required quality standards. Given the remote nature of this role, the Subcontract Manager must be adept at virtual collaboration and willing to travel as necessary for government, program, and subcontractor meetings.

Work Environment, Programs, and Tools
This position operates in a remote office environment and requires an individual to walk, stand, sit, use hands/fingers to type, talk, listen and look. Reliable internet and connectivity to frequently meet on remote video platforms.
Required knowledge of the following tools, equipment, and programs includes: laptop, phone, scanner/printer/fax, Microsoft Office Suite such as SharePoint, Word, PowerPoint, Outlook, Excel and Project, and Adobe Acrobat Pro. Proficiency in using contract lifecycle management tools to manage contract processes efficiently. Experience with Enterprise Resource Planning systems to manage subcontractor data and financials.
Position Type/Expected Hours of Work
This position will be a remote position but can also be located within the corporate office in Tallahassee, FL, or other program sites to include Altus AFB, OK, JB Charleston, SC, Tampa, FL, or JB Lewis- McChord, WA. If co-located, a hybrid work from home/on-site schedule may be required. Core Business Hours will typically be included in the Eastern Time Zone regardless of location.
This position is full time salaried exempt, expected to work no less than 80 hours a payroll period. This position may require evening/weekend work and work outside of the typical work hours as needed.
Travel
Must be able and willing to travel 5% to various locations to support Government, Program and subcontractor meetings.
Security Clearance
Must have an active DoD Secret Security Clearance or the ability to obtain one within 6-months of employment.

- Manage the entire lifecycle of subcontracts, from initiation to closure, ensuring compliance with DoD regulations and company policies.
- Identify, evaluate, and select subcontractors based on program requirements, cost-effectiveness, and past performance.
- Collaborate with cross-functional teams to prepare and execute subcontract agreements, plans, specifications, requests for information/quote/proposal and subcontract awards to obtain services and goods in support of programs and company objectives.
- Negotiate terms and conditions with subcontractors to achieve favorable outcomes for the program.
- Regularly assess subcontractor performance against established metrics and implement corrective actions when necessary.
- Identify potential risks in subcontractor relationships and develop mitigation strategies to address them.
- Oversee subcontractor budgets, ensuring expenditures align with program financial plans.
- Experience with Subcontractor Statement of Work (SSOW) creation, monitoring and approvals.
- Ensure all subcontracting activities adhere to federal and commercial regulations, including the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
- Experience with FAR Part 15 cost/price analysis of proposals from suppliers including schedule and technical changes.
- Maintain comprehensive records of subcontractor agreements, performance evaluations, and related documentation.
- Serve as the primary liaison between subcontractors and internal program teams, facilitating effective communication and issue resolution.
- All other duties as assigned.

- Demonstrated experience in handling multifaceted subcontracting arrangements within the defense industry.
- Proven ability to negotiate favorable terms with subcontractors while maintaining positive relationships.
- Adept at identifying potential risks in subcontractor engagements and implementing effective mitigation strategies.
- Ability to analyze subcontractor performance data to inform decision-making.
- Capable of conveying complex information clearly and concisely to various stakeholders.
- Meticulous in reviewing contracts and monitoring compliance with regulatory requirements.
- Ability to manage multiple priorities in a dynamic, fast-paced environment.
- Experience with remote communication platforms to effectively manage subcontractor relationships.
Education and Experience
- Bachelor's Degree in relevant field such as business administration, law, finance, operations management, supply chain management, or a related discipline.
- 5-10 years of experience in subcontract management, preferably within the DoD federal contracting industry and focused in simulation training and maintenance programs.
- Desired certifications include Certified Federal Contracts Manager (CFCM) or Certified Professional Contracts Manager (CPCM)
- In-depth understanding of FAR, DFARS, and other relevant federal contracting regulations.
- Understanding and experience of DoD flight training system products is preferred.
- Familiarity with DoD procurement processes and requirements is essential.
