The Utah Division of Licensing and Background Checks is seeking a highly motivated and detail-oriented Quality Assurance Program Administrator to join our team. In this role, you will play a crucial part in ensuring the integrity and accuracy of our licensing and background check processes, including managing the administrative rules process. The Agency
The Department of Health and Human Services, Division of Licensing and Background Checks (DLBC) protects the vulnerable populations of Utah. DLBC licenses foster care, child care, human services, and health facility programs using rules and requirements that have been created with community support. Responsibilities
- Develop, implement, and maintain a comprehensive quality assurance program for all division processes, including licensing applications, background checks, and renewals.
- Conduct regular audits of processes and procedures to identify areas for improvement and ensure compliance with state and federal regulations.
- Analyze data and generate reports to track performance metrics, identify trends, and measure the effectiveness of the quality assurance program.
- Develop and deliver training programs to division staff on quality assurance principles and best practices.
- Collaborate with other departments and agencies to improve interoperability and ensure consistent application of standards.
- Investigate and resolve discrepancies related to licensing and background checks.
- Stay abreast of industry best practices and emerging trends in quality assurance.
- Manage the administrative rulemaking process, including:
- Researching and drafting rule amendments.
- Coordinating public hearings and comment periods.
- Shepherding rules through the approval process.
- Maintaining the division's rule book and interpretation manuals.
- Ensuring compliance with the Utah Administrative Rulemaking Act.
Qualifications
Minimum Qualification:
- Strong understanding of quality assurance principles and methodologies.
- Experience in developing and implementing quality assurance programs.
- Excellent analytical, problem-solving, and decision-making skills.
- Strong written and verbal communication skills.
- Ability to work independently and as part of a team.
- Proficiency in Microsoft Office Suite.
Preferred Qualification:
- A minimum of three years of experience in quality assurance or a related field or Bachelor's degree in business administration, public administration or other related degree.
- Experience in a regulatory or licensing environment.
- Knowledge of state and federal laws related to background checks and licensing.
- Experience with administrative rulemaking processes.
Supplemental Information
- Effective July 1, 2021, State of Utah Employees must either reside in Utah or be in the process of relocating to within 30 days of their start date.
