Summary

Position Summary

The Health Sciences Division of Public Health - Seattle & King County (PHSKC) is seeking a Business and Finance Officer I (BFO I) for a Special Duty or Term-Limited Temporary (TLT) assignment. This position is designed as a training and professional development opportunity for individuals interested in gaining experience in contract management, journal entries, grant billings, and compliance with federal, state, and local financial policies. The BFO I will receive hands-on training and mentorship under the supervision of a Business and Finance Officer III (BFO III) to develop proficiency in key fiscal and administrative functions supporting public health programs. This is an excellent opportunity for those looking to gain foundational experience in public sector financial management, grant administration, and contracting while supporting public health initiatives.

About the Health Sciences Division:
The Health Sciences Division (HSD) manages financial and operational aspects of multiple public health programs, including:
  • Assessment, Policy Development and Evaluation (APDE)
  • Overdose Prevention and Response (ODPR)
  • Regional Gun Violence Prevention (RGVP)
  • Healthy Eating Active Living (HEAL)
  • Asthma Program
  • Breast, Cervical, and Colon Health Program (BCCHP)
  • HSD administers multiple federal, state, and private grants, ensuring funds are managed efficiently and aligned with Public Health's mission and vision.

Temporary opportunity. Term-Limited Temporary positions are "at-will" positions but are eligible for benefits. This TLT is currently anticipated to last until November 30, 2025. However, funding sources for this work remain uncertain and dependent upon decisions actively being made at both the federal and local levels. As a result, the end date of this position may be adjusted based on those decisions. The County and the Department continue to work to secure long term funding sources.

This vacancy can also be filled as a Special Duty opportunity. For Special Duty Assignment interest, you must be a Career Service, Career Service Exempt or other regular (non-temporary) employee in King County who has completed their initial County probation. You must have supervisor approval prior to taking a Special Duty Assignment.

Work Schedule
Monday through Friday, 8:00am to 5:00pm. This position is Non-Exempt and subject to the provisions of the Fair Labor Standards Act.
Work Location:

Based out of the Chinook Building, located at 401 5th Ave, Seattle, WA 98104 with minimum 2 day a week on site requirements.

Some of the work associated with this position will be performed through teleworking and will report to office location and to meetings as needed. Travel to other work locations may be necessary. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. To support employees during this time King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team.
Job Duties

This position will serve as an integral part of the finance team, receiving training and hands-on experience in the following areas:
  • Financial and Grant Management
  • Learn to process and submit grant billings following federal (2 CFR 200) and state requirements.
  • Assist in journal entries and financial adjustments in Oracle E-Business Suite.
  • Support subrecipient monitoring for federal grants, ensuring compliance and documentation.
  • Gain experience in financial tracking, reconciliations, and reporting to funding agencies.
  • Participate in audit preparation and compliance monitoring. Contract and Procurement Support
  • Assist in setting up and tracking contracts in financial systems.
  • Learn to monitor contract budgets, process invoices, and track deliverables.
  • Develop an understanding of contract compliance and reporting requirements for federal and state-funded programs.
  • Support procurement activities, including vendor setup and payment processing. Administrative and Operational Duties
  • Support payroll tracking, invoice processing, and financial documentation for health programs.
  • Learn to run reports, track budgets, and analyze financial data to support decision-making.
  • Work closely with program managers and finance teams to ensure compliance with financial policies.
  • Attend and participate in fiscal team meetings, training sessions, and process improvement initiatives.

Experience, Qualifications, Knowledge, Skills

  • Experience working with financial data, invoices, or budgeting in any capacity.
  • Familiarity with federal or state grants or willingness to learn.
  • Interest in contract management and audit preparation.
  • Experience or coursework in accounting, finance, or public administration.
  • Interest in developing financial, grant, and contract management skills.
  • Strong attention to detail and organizational skills.
  • Proficiency in Microsoft Excel, including basic functions like pivot tables and formulas.
  • Strong communication and teamwork skills.
  • Ability to learn governmental financial systems such as Oracle E-Business Suite.
  • Demonstrated ability to prioritize tasks and manage multiple responsibilities.
