Job Summary
The purpose of this classification is to supervise and coordinate shifts within the MedFlight program for assigned emergency service personnel, and to perform technical and administrative/specialized duties associated with providing on-scene command and emergency medical care during 911 responses, overseeing the Quality Assurance program of emergency medical treatment performed, training, and professionalism of the MedFlight section under the Emergency Medical Services Division, and meeting the established goals of the Division.

Job Summary

Essential Functions
- Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; supervises flight paramedics assigned to flight program and conducts evaluations as needed; investigates complaints or allegations of misconduct, injuries or accidents against subordinates.
- Manages and coordinates, either personally or through subordinate supervisors, daily activities for assigned shifts of emergency medical personnel; distributes information and relays special instructions.
- Manages MedFlight compliance with Florida State 64-J regulations; conducts systematic inspections of MedFlight; ensures that required equipment, supplies and staff certifications are present and in proper order; reports on areas of non-compliance and takes corrective action as needed; assists in the development and implementation of MedFlight protocols.
- Ensures and works to continually improve the safety culture of the program; identifies areas of quality improvement and develop plans to address areas needing improvement by conferring with the Medical Director and the Training Department Chief; assists in the tracking and assessment of the medical performance aspect of the flight paramedics, including comparison diagnosis, skill performance evaluations, etc.; participates in the performance of quality assurance reviews with flight medics and QA committee; reviews QA database to ensure personnel meet all requirements.
- Work closely with staff at trauma center to assure protocols and procedures are followed; attends monthly trauma meetings at the trauma center; follows up on trauma alert patients that are transported by MedFlight and provides feedback to crew members.
- Oversees training and development of new employees of MedFlight program as well as provide constructive follow-up throughout completion of orientation process; assures flight paramedic training manuals are being completed timely and stored for future reference.
- Provides ongoing training and evaluation of the flight medic program; prepares, maintains and distributes a variety of training related documents and materials; prepares course registration forms; prepares attendance information; compiles data and prepares reports of training programs provided, total training hours completed, etc.
- Acts as a liaison between the program's medical crew and all areas of EMS to ensure effective communication; works in conjunction with Helicopter Operations Administration to enhance interdivisional cooperation among all members of MedFlight staff and maintain open lines of communication with pilots and maintenance to address concerns.
- Inventories and restocks MedFlight supplies and equipment; orders and maintains sufficient amounts to ensure adequate availability to perform daily tasks; orders uniforms and helmets for flight medic staff; authorizes and monitors expenditures; participates in the evaluation of new supplies or equipment for the MedFlight program.
- Oversees preparation, decontamination, inventory, repair, and/or maintenance of medical equipment and supplies for safe operation; ensures equipment is tested on a regular basis.
- Manages acquisition and renewal of Commission on Accreditation of Medical Transport Systems (CAMTS) accreditation; manages acquisition and renewal of required certifications for flight medics according to division and Commission on Accreditation of Medical Transport Systems (CAMTS) requirements.
- Manages and edits records received from the field; ensures proper documentation of patient information; submits detailed reports regarding the MedFlight program to the EMS Chief.
- Ensures daily narcotic counts are completed; ensures all staff document narcotic use per policy and reports any discrepancies.
- Participates in all required NVG and AVSTAR training programs within the MedFlight program.
- Assists in coordination of interfacility transports.
- Assists with scheduling in-service training and work assignments for subordinates to ensure adequate manpower at all times; reviews timesheets and leave time; coordinates with supervisor for MedFlight scheduling.
- Assumes incident command at major scenes; evaluates scene upon arrival; oversees and provides emergency medical care to injured or ill persons; determines nature and extent of illness or injury; interprets diagnostic signs; provides effective and efficient public service assistance to the public.
- Observes, assists, and provides instructions to EMS and MedFlight Division personnel treating patients.
- Establishes priority for emergency care; supervises and initiates basic and advanced life support procedures according to established standing orders.
- Supervises and provides rehydration/rehabilitation and medical treatment to victims, firefighters and/or other personnel at the scene as necessary.
- Renders appropriate emergency care to stabilize the patient such as Cardiopulmonary Resuscitation (CPR), spinal immobilization, providing oxygen, triage, and administration of intravenous drugs or fluid replacement as directed by physician; assesses the effects of treatment.
- Uses medical equipment such as but not limited to: defibrillator; electrocardiograph; endotracheal intubation; and any specialty equipment issued to flight paramedics.
- Directs and follows infectious disease protocol; practices proper disposal of biohazard waste.
- Reassures patients and bystanders; avoids mishandling patients and undue haste; searches for medical identification emblem to aid in care; may assist patient with own medications per local protocols.
- Radios dispatcher for additional assistance or services; requests/provides flight rescue service if required; provides additional emergency care while following established protocols.
- Establishes clear helicopter landing zone for air ambulance transport of patient.
- Complies with regulations in handling deceased; notifies authorities; arranges for protection of property and evidence at scene.
- Determines appropriate facility to which patient will be transported; reports nature and extent of injuries or illness to that facility; requests instructions/directions from hospital physician or emergency division.
- Observes patient enroute and administers care as directed by physician or emergency division or according to published protocol; identifies diagnostic signs that require communication with facility.
- Reports verbally and in writing observations about and care of patient at the scene and in-route to facility; provides assistance to emergency staff as required.
- Teaches emergency medicine, OSHA biohazard requirements, and medical techniques during orientation and/or in-service training to new employees, firefighters and other personnel.
- Prepares for, attends, and testifies in courtroom hearings and judicial proceedings as required.
- Communicates effectively and coherently over two-way radio channels while initiating and responding to radio communications.
- Responds to questions, complaints and requests for information/assistance from the public, patients, fire, law enforcement, and medical personnel, various agencies, employees, officials, supervisors, or other individuals.
- Conducts and attends staff meetings and in-service training as required to remain knowledgeable of divisional operations, to promote improved job performance, and to stay current with, including but not limited to, applicable emergency medicine techniques, fire operations, fire prevention, establishing landing zones, state/municipal policies, procedures, codes and laws.
- Cooperates with federal, state, and local law enforcement agencies and their officers or representatives when activities are related to investigations within county jurisdiction.
ADDITIONAL FUNCTIONS
- Educate other public safety organizations and hospitals on MedFlight policies and protocols.
- Maintains active involvement in MedFlight safety committee.
- May fully operate and respond to emergency calls on Medflight to fill schedule vacancies.
- Conducts assessment testing for open positions within the MedFlight Program.
- May oversee and/or perform specific tasks associated with specialized training such as crewing for or piloting air transport and/or other duties as assigned.
- Supervises and attends community meetings, programs or events; educates students and other members of the public on the 911 emergency system, fire prevention, helmets, medical emergency procedures, and Cardiopulmonary Resuscitation (CPR); makes presentations.
- Operates an assigned motor vehicle; maintains cleanliness of and fuels vehicle; checks tire inflation and fluid levels; requests or schedules service and/or repairs as needed. May be required to operate an ambulance.
- May be required to be on twenty-four-hour call and/or regularly work on various shifts, weekends, and/or holidays as deemed necessary.

Minimum Qualifications
- Associate degree in emergency medicine; degree work must include Paramedic curriculum. Bachelor's degree in emergency medicine preferred.
- Four (4) years of progressively responsible supervisory experience in emergency medicine as a Paramedic; prior experience must include at least two (2) years of experience as a flight paramedic.
- Candidates without a related degree should possess an additional two (2) years of related experience.
- Fingerprinting required.
LICENSES/CERTIFICATES
- Must attain and maintain valid state license as a Paramedic within 60 days of hire.
- Must maintain current certifications for Cardiopulmonary Resuscitation (CPR), Advanced Cardiac Life Support (ACLS), and Emergency Vehicle Operations (EVOC).
- Must maintain current Pediatric Advanced Life Support (PALS), Prehospital Trauma Life Support (PHTLS), and Air Crew Curriculum.
- May be required to obtain instructor certifications in all of the above.
- May be required to attain and maintain other certifications related to position or for specialized areas of assignment.
- Must maintain all training and certifications to act as a flight medic per divisional guidelines as well as Commission on Accreditation of Medical Transport Systems (CAMTS).
- Must possess and maintain a valid Florida Driver's License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.
