GENERAL PURPOSE
Organizes and coordinates recreation programs for youth, teens, and therapeutic recreation, including recreation activities, special events and licensed childcare. Work on special projects as required. Designated director for school age licenses.
SUPERVISION RECEIVED
Works under the general supervision of the Recreation Manager.
SUPERVISION EXERCISED
Supervises and provides support to full-time and part-time recreation and registration staff, contract and seasonal employees, volunteers, interns, and independent venders.
Commercial Driver and Trainer: Maintains a Class B Commercial Driver License with Air Brake and P2 passenger endorsements and is subject to all state and federal rules and regulations and is included in the random drug screen pool. Trains new full time and seasonal employees on all required skills and procedures to pass CDL exam
Special Requirements:
Must pass pre-employment Drug and Alcohol Screen; and Must be 21 years of age and possess, or be qualified to attain, a valid Colorado Commercial Driver License with appropriate endorsements; and Motor Vehicle Record must show that you have not accumulated more than four points on your license on the past three years; and Must be able to comply with City of Steamboat Springs and Steamboat Springs Transit standard operating procedures; and Must not have has a DUI in the past 7 years or a DWAI in the past 5 years

Program Analysis: Analyzes existing programs and participation, recommends new programs or current program expansions to enhance the variety currently offered.
Staff: Hires and manages full time staff directly related to programs. Determines workloads and schedules, implementing and interpreting policies and procedures, effectively evaluating staff and making hiring and disciplinary recommendations. Studies and standardizes procedures to improve efficiency and effectiveness of operations. Issues written and oral instructions; assigns duties and examines work for exactness, neatness, and conformance to policies and procedures.
Maintains harmony among workers and resolves grievances, adjusts errors, and addresses complaints. Processes new hire paperwork and approves timesheets for FT and seasonal staff
Programming: Manages the planning, implementation, and execution for all Youth and Teen Programming. Works collaboratively with the Recreation Coordinators to ensure quality and safety of programs offered. On-site director/staff member in cases of emergency or low staffing. Maintain personal qualification to remain director qualified by the State of Colorado
Budget: Prepare annual budget, record and monitor budget transactions including purchase orders, budget expenses, revenues, and personnel hours. Coordinates, prepares, and tracks grant funding for youth programs. Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.
Licensing: Update and upgrade staff, operating, and reporting manuals and forms. Coordinates and prepares staff trainings and ensures staff meet qualification guidelines set by State of Colorado and maintain related staff files. Coordinates all staff, vehicle, and facility inspections as required by the State of Colorado and maintains complete records for all licenses.
Registration: Coordinates and prepares on-line registration in the registration software.
Community Outreach: Responds to public inquiries about recreation programs made by telephone, e-mail correspondence, or during public meetings. Prepares or oversees preparation for publication a variety of brochures, newsletters, posters, media releases, flyers, and related communications regarding recreation programs. Establishes and maintains regular, open, and active relationships with neighborhood groups, schools, businesses, law enforcement agencies, other recreation officials, volunteer and other community service groups and provides necessary coordination of services and promotes interests. Represent the City of Steamboat in various local and regional coalitions, boards, and work groups.
Software Systems: Serves as system application administrator for department's electronic recreation programs scheduling system. Analyze and evaluate additional systems, procedures and technology to recommend updates and upgrades, streamline processes, and keep programs up to date with newer available technology. Coordinate the implementation of new systems with department and program staff. Knowledge and ability to use required organizational systems.
Assets: Assist in maintaining the physical quality, cleanliness, and safety of the Youth Program supplies, food, and equipment. Oversee operations and maintenance at licensed facilities. Oversees maintenance and care for the Recreation vehicles.
PERIPHERAL DUTIES
Performs a variety of miscellaneous duties such as answering phones, meetings, typing correspondence, running errands, picking-up needed supplies for activities, and set-up/clean-up for events.
Assumes the responsibilities of the Recreation Manager in his/her absence.
We are seeking the following qualifications
Must be School Age Director qualified by State of Colorado At least two years of experience working directly with children. At least two years of experience supervising staff At least two years of experience in recreation programming Must pass all background checks as required by the State of Colorado
Must be willing and able to attain the following:
Class B CDL with P2 (passenger) and Air Brake endorsement within 90 days First Aid & CPR (or equivalent) within 30 days All certifications as required by the State of Colorado
Necessary Knowledge Skills and Abilities:
(A)Considerable knowledge of recreation philosophy, planning and administration, equipment, facilities, operations and techniques used in a comprehensive community recreation program.
(B)Ability to develop, coordinate, and direct varied activities involved in a community recreation program, and establish and maintain effective working relationships with employees, supervisors, other agencies, participants, parents, coaches, community leaders, and the general public.
(C)Ability to communicate effectively orally and in writing.
(D)Ability to instruct and demonstrate various recreational activities.
(E)Responsible for ensuring the safety of all participants at all times.
