About this Opportunity

Brunswick County is seeking an experienced Operation Services Director to perform complex professional and administrative work leading, coordinating and supervising all divisions within the Operation Services Department including Solid Waste, Building Maintenance, Construction & Grounds, Housekeeping, Fleet Services, and Vector Control.

Work involves:
  • Planning, organizing, directing, and managing the activities of the Operation Services Department ensuring service of current and anticipated needs of the County; anticipating County growth and developing strategies to render services, projecting manpower, staffing, and equipment needs, and ensuring compliance with state and federal regulations.
  • Developing, reviewing, establishing, and updating departmental plans, goals, objectives, policies, procedures, and standards of work for all the divisions of the department, including those for programs, services, maintenance schedules, construction projects, etc.
  • Preparing, administering, and monitoring the annual budget for the Operation Services Department, including all divisions therein.
  • Developing and implementing the long-range capital improvement plan for the County's landfill, transfer station, convenience sites, grounds, buildings, vehicle, and equipment fleet facilities.
  • Supervising all administrative matters in the Operation Services Department, including purchasing, accounts payable, general ledger monitoring, scheduling, and personnel matters.
  • Preparing state aid reports and administering federal and state grant funds as applicable.
  • Reviewing, approving, and administering contracts for service and construction, overseeing and directing the work of consulting engineers, serving as liaison between the County and contractors, reviewing plans and specifications prepared by consulting engineers and architects for a variety of projects, interacting with consulting engineers and advising personnel on landfill matters, and assisting County maintenance personnel in evaluating modifications to facilities and grounds.
  • Administering and processing state and federal contracts for mosquito control and water management.
  • Coordinating the preparation of plans and specifications for construction projects undertaken by the department.
The ideal candidate will demonstrate tact, courtesy, and fairness in interactions with public officials, developers, contractors, and the general public to achieve success in this role.
Education and Experience

Bachelor's degree with seven to ten years of progressively responsible experience in construction, maintenance, operations, solid waste, vector control, and/or fleet management, including five years of responsible supervisory experience; or any equivalent combination of training and experience which provides the required skills, knowledge and abilities.

Manager of Landfill Operations Certification preferred.

Candidates will be evaluated based on their qualifications and career history presented through their submittal of a comprehensive package of information outlining career highlights and notable achievements.
Physical Requirements

Must be physically able to operate a variety of office equipment. Must be able to exert up to 20 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.
