This position serves as a Technical Manager planning, developing, recommending and implementing solutions for various systems (i.e., Vital Records) within the Information System section for the Department of Innovation & Technology supporting the Department of Public Health (DoIT/DPH). In this role you will develop system project plans for tasks, set target dates, resource scheduling, and objectives. In addition, you will review, analyze, and evaluate work-in-progress reports, completed enhancements, and production reports to ascertain accuracy, completeness, adherence to policy and procedures, proper progression, and completion by deadline. This position supervises a team of IT professionals and reviews, analyzes and evaluates computer systems in order to determine adherence to department standards. Essential Functions

• Subject to management approval, serves as a Technical Manager planning, developing, recommending, and implementing solutions for various systems (i.e., Vital Records) within the Information System section for the Department of Innovation & Technology supporting the Department of Public Health (DoIT/DPH).
• Develops system project plans for tasks, sets target dates, resource scheduling, and objectives.
• Reviews, analyzes, and evaluates work-in-progress reports, completed enhancements, and production reports to ascertain accuracy, completeness, adherence to policy and procedures, proper progression, and completion by deadline.
• Serves as a working supervisor.
• Reviews, analyzes, and evaluates computer systems in order to determine adherence to department standards.
• Keeps abreast of new developments in the information technology field by continuing education through meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

• Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with coursework in management information systems, data processing, telecommunications or directly related fields.
• Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in management information systems, data processing, or telecommunications in a public or business organization.

Specialized Skills

• Requires three (3) years of professional experience leading multidisciplinary teams in project management, with a focus on Object-Oriented analysis, design, and managing all phases of the software development lifecycle (SDLC).
• Requires three (3) years of professional experience implementing and managing complex, customized, off-the-shelf systems for large-scale user groups, ensuring seamless integration and optimal performance.
• Requires three (3) years of experience supervising a team of IT professionals.

Preferred Qualifications (In Order of Significance)

• Three (3) years of professional experience leading multidisciplinary teams in project management, with a focus on Object-Oriented analysis, design, and managing all phases of the software development lifecycle (SDLC).
• Three (3) years of professional experience implementing and managing complex, customized, off-the-shelf systems for large-scale user groups, ensuring seamless integration and optimal performance.
• Three (3) years of experience supervising a team of IT professionals,
• Three (3) years of professional experience developing system project plans for tasks, sets target dates and resource scheduling and objectives.
• Developed verbal and written communication skills to present information to others with clarity and precision.
• Extensive knowledge of the methods, procedures and techniques of conducting feasibility studies for system conversions and enhancements.
• Ability to develop and maintain cooperative working relationships.
• Ability to analyze administrative problems and adopt an effective course of action.
