Job Responsibilities

This position is with the SC Transportation Infrastructure Bank (SCTIB). The corporate purpose of the SCTIB is to select and assist in financing major qualified projects by providing loans and other financial assistance to government units and private entities for constructing and improving highway and transportation facilities necessary for public purposes including economic development. The job responsibilities are as follows:

Develops and oversees accounting systems, including the recording, processing, and compiling of financial data not captured by normal accounting processes with the CFO. Oversees through supervisory personnel the following budgetary processes: policy interpretations, development and dissemination of procedures, data accumulation, economic forecasting, budgetary request preparation and analysis, estimate revisions, final budgetary consolidation, internal and external presentations, and financial and statistical reporting. Ensures proper internal control procedures are developed. Advises top management about budgetary goats and objectives. Advises external agency officials about budgetary and planning requirements.

Develops strategies and initiatives that strengthen the agency's financial and budget functions. Directs and oversees the financing of the agency's programs with other state agencies and public and private entities. Oversees a staff of professional budgeting and accounting personnel engaged in complex accounting work covering state and federal statewide programs.

Reviews system generated transactions and SCEIS transactions for completeness and compliance to prescribed accounting models, Comptroller General's Office, and State Treasurer's Office guidelines. Prepares documentation for bond issues, maintains debt management records in SCTIS Accounting System, and reconciles to the State Treasurer's Office. Prepares $126 million annual budget documents for the agency to be presented to the Governor and General Assembly budget hearings.

Under the direction of the CFO, directs the preparation, analysis, and interpretation of annual and interim financial reports to assist both internal and external users in decision making. Prepares financial statements, and performs year-end transactions. Provides assistance and source documents to independent public auditors when required. Establishes and maintains cost centers within the SCTIB automated financial system for each project that accumulates and reports project expenditures, and reimbursement transactions by phase of project. Reviews monthly, quarterly, and annual life to date reports produced by the system, ensuring corrective actions were taken when necessary. Reconciles to SCEIS system, Comptroller General's Office, and State Treasurer's Office records.

Creates reports based on monthly project expenditures and expenditures to date for distribution to project managers and other users. Reviews and updates procedure manuals for automated systems for recording various transactions. Reviews transcripts and minutes from all Board and Committee meetings. Performs other related duties as assigned.

Minimum and Additional Requirements

A bachelor's degree in accounting, finance, business or a related field and ten (10) years of professional experience in a related area, such as accounting, auditing, finance, or banking; or an approved acceptable equivalence. A valid motor vehicle operator's license is required.
Preferred Qualifications

Certified Government Finance Officer (CGFO) certification; or Certified Public Account (CPA) license.
