Position Summary

The Information Technology-Business Solutions department has vacancies for Information Technology Specialist 2-Programmers on two teams: our External Portal Solutions and Workflow and Document Management Solutions.

The department is seeking to fill multiple vacancies.

NY HELPS Program Information
  • This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
  • For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications, and any specialized requirements, of the title for which they apply.
  • At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.

Minimum Qualifications

EITHER: 1) Reachable on the Civil Service eligible list; OR 2) Eligible for reassignment by virtue of having permanent competitive service as an Information Technology Specialist 2-Programming (SG-18); OR 3) Eligible for transfer under the provisions of the Civil Service Law by virtue of having one year of permanent competitive service in an appropriate title.

To be appointed via the NY HELPS program, you must meet the following requirements:

A bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science; or a bachelor's or higher-level degree in any field and one year of experience in information technology; or 60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of experience in information technology; or two years of experience in information technology.

Preferred Qualifications
  • Experience in application development and configuration with one or more of the following technologies: ServiceNow, Microsoft, .NET Technologies (such as C# or VB.NET), Tungsten Automation (Kofax) Total Agility, or Mobile Application Frameworks
  • Experience with one or more of the following: Developing or modifying existing stored procedures, triggers, packages and database objects for Oracle
  • Understanding of Enterprise Resource Planning (ERP) systems and their integration into business processes
  • Applied experience in analyzing, developing, and supporting interactive external web applications
  • Knowledge of RESTful APIs for seamless communication between web services
  • Familiarity with Integrated Development Environments (Microsoft Visual Studio, Visual Code, Eclipse)
  • Familiarity with GIT-based source control solutions for efficient code management
  • A commitment to providing outstanding support to end-users
  • Strong written and oral communication skills
  • Ability to collaborate effectively within a team and across departments

Work Modality

This position is subject to a hybrid work schedule.

Job Duties

The duties of the Information Technology Specialist 2 - Programming include, but will not be limited to, the following:
  • Work collaboratively with Supervisors, Business Analysts, Project Leaders, other Programmers and Business Users
  • Gather requirements and create design and technical specifications
  • Create, enhance and support NYSTRS' applications through development and configuration using one or more of these technologies: C# in the Microsoft, .NET framework, SQL, Tungsten Automation Total Agility (Kofax), ServiceNow, and/or JavaScript
  • Create testing plans and scripts and perform testing as required
  • Create necessary documentation
  • Follow and support the Secure Systems Development Lifecycle as defined for NYSTRS (SSDLC)

Salary Grade

This position is a Grade 18

Salary Range

$74,153 - $96,753
