Summary of Position:
The Public Assistance Quality Assurance (PAQA) Division is committed to: 1) developing and maintaining a division that is independent of program operations; 2) instilling a Quality Assurance/Quality Improvement (QA/QI) philosophy that is committed to learning across programs, creating a streamlined QA/QI process for CDHS customers (i.e., program areas, counties and clients, and collaborating with partners and staff to prevent and mitigate errors; and 3) developing consistent methods of review utilizing standardized tools with high levels of inter-rater reliability. The PAQA Division leverages staff knowledge to streamline processes and tools, cross-train across multiple programs, and develop consistent sampling methodologies to improve the State's partnership with counties.
The goal of PAQA) is to monitor and evaluate compliance activities to improve state and county compliance with federal and state rules and regulations, as well as inform policy and practice. The Data Integrity Analyst assists with PAQA goals by ensuring the integrity of data collected, providing detailed analyses of data when required, developing standardized reports of the data for management and stakeholders, and monitoring the state's administration of the Adult Financial (AF), Burial Assistance, Child Support Services (CSS), Colorado Works (CoWorks), Home Care Allowance (HCA), Low-income Energy Assistance (LEAP) programs, and the Supplemental Nutrition Assistance Program (SNAP). This position:
1. Develops and maintains relational databases for the programs listed above;
2. Assures the integrity and accuracy of the federally-mandated sampling plan for the state's SNAP program, and sampling plans for the AF, Burial, CSS, CoWorks HCA, and LEAP programs on an annual basis.
3. Obtains and reports the data required for measuring program performance;
4. Analyzes county-specific data to determine overall compliance levels and to determine problem areas; and
5. Designs and develops standardized automated reports to meet the needs of program stakeholders and to reduce or eliminate identified areas of risk.
Summary of Position
The purpose of this position is to act as the staff authority for:
1. Researching, developing, implementing and monitoring the sampling plans for the PAQA division, including the federally-mandated "SNAP plan," which are based on accurately projecting caseload size, projecting the number of cases anticipated to be dropped from the sample and adjusting the sample accordingly, and ensuring compliance with all federal and state requirements for producing samples;
2. Analyzing routine data to detect and discover systemic or county-specific problems and failures;
3. Designing and developing strategic solutions for problems identified;
4. Advising, counseling and/or guiding supervisors, program managers and staff toward resolution of the issues identified;
5. Clarifying program rationale, intent, and interpretation to program managers and line staff to help change problematic practices and increase overall compliance with program rules, laws and standards; and
6. Designing, producing and distributing summary, analytic and detail reports using varied complex data from unrelated systems.
The data collected, reported, and analyzed by this position is used by the federal government to issue corrective actions to the State of Colorado and/or to validate compliance for the SNAP program and by the state to validate compliance for the AF, Burial, CSS, CoWorks, HCA, and LEAP programs. This position also provides timely and accurate data each month to inform the Department's performance management system (C-Stat) for the Office of Economic Security.
As staff authority, management relies on this position to identify problem areas, recommend solutions and implement adopted changes. This position utilizes best practices and processes to research, collect, analyze, and synthesize data across a wide variety of programs and systems. This position mainains the technical expertise to create, validate and disseminate of a wide variety of management and evaluation reports for the PAQA division.
This position maintains the expertise to serve as the subject matter expert and staff authority for all data management needs for the PAQA Section. Through the development of various management, ad hoc, and error prone reports, this position provides direction and support to county and state management and policy staff including the state auditor.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Experience Only:
Seven (7) years of relevant experience in an occupation related to the work assigned to this position, with a minimum of 3 years of full-time administrator experience with creating and maintaining relational databases.

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to seven (7) years
