The Outcome Delivery Unit within the WBG Department for Outcomes plays a central role in ensuring that the World Bank Group (WBG) delivers measurable and impactful development outcomes. The Unit provides real-time monitoring of key targets, conducts regular stocktaking exercises, and identifies areas requiring additional efforts and resources to maximize impact. Additionally, it serves as a key convener for internal and external stakeholders, including other multilateral development banks (MDBs) and advisory groups such as the Jobs Council, to enhance outcome delivery, build institutional capacity, and strengthen cross-sector collaboration.

Duties and Responsibilities

As a Lead Specialist, Outcome Measurement, you will play a pivotal role in ensuring that operational teams are well-supported in their efforts to measure and achieve development outcomes. You will provide technical leadership, quality assurance, and hands-on guidance to strengthen measurement methodologies, develop a common results architecture, and ensure data-driven decision-making across the WBG.

Your expertise will contribute to the refinement of methodologies, aggregation of development results, and real-time tracking of progress across WBG's cross-cutting priorities. Additionally, you will work closely with operational teams to ensure that measurement frameworks are practical, effective, and responsive to operational needs.

1. Strategic Leadership & Advisory
Serve as a strategic advisor to the Unit Manager on outcome measurement frameworks, methodologies, and quality assurance processes.
Guide the annual update and reporting cycles of the WBG Scorecard, ensuring alignment with institutional priorities and operational needs.
Support operational teams in designing and implementing robust measurement methodologies that improve their ability to track and report on development outcomes.
Lead the development of a common results architecture for measuring short-term outputs, medium-term progress, and long-term development outcomes across cross-cutting themes.
Engage with senior leadership and technical experts across WBG, IFC, and MIGA to ensure coherence and impact in outcome measurement approaches.

2. Quality Assurance & Deliverable Oversight
Lead the quality assurance process for all Scorecard indicators, ensuring analytical rigor, consistency, and comparability across WBG operations.
Ensure methodological soundness and data integrity in outcome reporting, particularly for cross-cutting themes such as climate, private sector mobilization, and inclusion (women & youth).
Continuously enhance measurement systems, aggregation techniques, and data validation processes to improve WBG-wide reporting and support operational teams in applying these improvements.

3. Direct Support to Operational Teams
Act as a trusted technical partner to WBG operational teams, helping them integrate best practices in outcome measurement into their work.
Provide on-the-ground support, guidance, and troubleshooting to operational teams across sectors, ensuring they have the tools and expertise to measure and report on development outcomes effectively.
Develop practical guidance notes, toolkits, and training programs to help operational teams improve their measurement capabilities.
Facilitate real-time feedback loops between operational teams and the Outcome Measurement Unit to ensure that measurement frameworks remain relevant and actionable.

4. Building a Common Results Architecture for Cross-Cutting Themes
Develop a unified framework for tracking outcomes across climate, private sector capital mobilization, and social inclusion themes.
Design methodologies to track long-term development impacts in addition to immediate project-level outputs.
Ensure harmonization of long-term outcome measurement approaches across WBG entities and MDBs, promoting consistency in global reporting.
Collaborate with operational teams and technical experts to align outcome measurement with emerging policy and research insights.

5. Measurement Methodology & Innovation
Oversee the development and refinement of methodologies for evaluating WBG's impact on cross-cutting development priorities.
Lead efforts to integrate advanced data science techniques, AI-driven analytics, and forecasting models into WBG's measurement systems to enhance decision-making.
Ensure that measurement approaches are practical and tailored to operational needs, making it easier for teams to implement and use them effectively.
Collaborate with MDO, IFC, and MIGA to develop harmonized metrics and evaluation approaches for key thematic areas.

6. Staff Mentorship & Capacity Building
Serve as a mentor and coach to staff within the Outcome Measurement Unit, fostering professional development and expertise in outcome tracking and evaluation.
Lead internal capacity-building efforts to equip operational teams with the skills and tools necessary for high-quality measurement and reporting.
Design and implement training programs, workshops, and knowledge-sharing sessions to strengthen institutional capability in measurement methodologies.

7. External & Internal Engagement
Engage with other MDBs, global development organizations, and data specialists to align and harmonize outcome measurement methodologies.
Serve as a key liaison between the Outcome Measurement Unit and operational teams across WBG, ensuring that Scorecard metrics reflect operational realities and strategic goals.
Lead efforts to develop standardized, internationally recognized measurement frameworks, facilitating global comparability and learning.

Selection Criteria
Advanced degree (Master's or PhD) in Economics, Statistics, Data Science, Public Policy, Development Studies, Business Administration, or a related field.
At least 12 years of experience in development operations, results measurement, monitoring & evaluation (M&E), or impact assessment within an international development or public sector context.
Proven operational experience in at least one of the following cross-cutting themes:
a) Climate (e.g., climate finance, adaptation/resilience metrics, green growth)
b)Private sector capital mobilization (e.g., blended finance, financial inclusion, private investment tracking)
c)Women and youth outcomes (e.g., gender impact measurement, youth employment, inclusion metrics)
Experience in developing and implementing results frameworks, including measuring long-term development outcomes.
Deep expertise in quantitative techniques, econometric modeling, forecasting, and outcome measurement methodologies.
Strong background in advanced data science techniques, machine learning, AI-driven analytics, and predictive modeling for outcome evaluation.
Strong ability to mentor staff and build institutional capacity in outcome measurement and data-driven decision-making.
Demonstrated success in multi-stakeholder coordination, particularly in working with MDBs, WBG partners, and operational teams.
