Job Summary
The Loudoun County Department of General Services (DGS) in Leesburg, Virginia, is seeking a detail-oriented and innovative professional to join our team as the Budget & Procurement Manager. This newly created position will oversee the DGS operating budget, CIP, CAPP, grants and other special funds, along with staff for assigned programs. This position will also oversee the procurement efforts to execute the departmental budget, which includes the management of contracts, purchase orders, solicitations, and vendor relationships.
DGS manages the 3rd largest departmental budget in the County ($213M) and completes the largest amount of procurement actions countywide (1,450 annually) to effectively and efficiently steward County-owned and leased facilities and fleet operations and provide essential internal support to County agencies. DGS also directly supports residents through Transit and Commuter Services, Stormwater Management, Waste Management, Public Works, and Energy and Environmental Programs.
This position leads a highly engaged and professional team operating in a fast-paced, results-driven environment that depends on a collaborative approach to problem-solving. The Budget & Procurement Manager will directly supervise five (5) employees: a Budget Analyst, a Grant and CIP Analyst, a Buyer, and two Contract Managers. This position will report to the Management Services Division Manager.
Key responsibilities include but are not limited to the following:
Developing and monitoring a large, multi-faceted departmental budget
Recommending changes in funding levels or programs
Tracking obligations, expenditures, and the flow of funds
Overseeing grant programs
Collaborating with business units to achieve financial project goals
Developing and updating cost estimates, addressing project shortfalls, and calculating new project costs
Forecasting expenditures and future budget needs
Ensuring the accuracy and currency of accounts with complex funding sources
The ideal candidate will be proficient in the theory, principles, and practice of effective public sector budget and procurement management. This will be achieved through an understanding of financial budgeting, accounting, procurement, and management principles and the ability to prepare detailed analyses and present those findings to senior staff.
The successful candidate should also be organized, able to prioritize, multi-task, and manage job responsibilities. Strong verbal and written communication skills and attention to detail are a must. Prior grant experience is highly preferred.
This position is eligible for a hybrid telework schedule in accordance with the County's telework policy.
Salary is commensurate with experience.
Minimum Qualifications
Bachelors Degree in Public Administration, Public Policy, Finance, Business Administration, or related field; five (5) year of related work experience in areas such as government, budget management, policy analysis, project management, grant management, or program evaluation; or equivalent combination of education and experience.
Prefer certifications in areas related to budget, procurement, and/or project management such as Certified Energy Procurement, Certified Procurement Professional (CPP), Certified Professional Public Buyer (CPPB), Certified Professional Contract Management (CPCM), or Project Management Professional (PMP).

The successful candidate will undergo criminal, credit, and DMV record background checks; must posses a valid driver's license and good driving record (driving records may be reviewed annually for continued qualification).
