The Outcome Delivery Unit within the WBG Department for Outcomes plays a central role in ensuring that the World Bank Group (WBG) delivers measurable and impactful development outcomes. The Unit provides real-time monitoring of key targets, conducts regular stocktaking exercises, and identifies areas requiring additional efforts and resources to maximize impact. Additionally, it serves as a key convener for internal and external stakeholders, including other multilateral development banks (MDBs) and advisory groups such as the Jobs Council, to enhance outcome delivery, build institutional capacity, and strengthen cross-sector collaboration.
Duties and Responsibilities
As a Lead Specialist, Outcome Delivery, you will serve as an advisor to the Unit Manager, ensuring the delivery of high-quality, data-driven insights that inform strategic decision-making across WBG operations. You will oversee the quality assurance of all unit deliverables, provide technical guidance, and mentor staff to build internal expertise in outcome tracking and evaluation. Your role will be critical in shaping the Unit's approach to real-time performance monitoring, outcome measurement, and institutional learning.
1.Strategic Advisory & Leadership
Act as a trusted advisor to the Unit Manager, providing strategic guidance on outcome delivery, stocktaking processes, and institutional priorities.
Lead the development of evidence-based recommendations to enhance the effectiveness of WBG's outcome monitoring and decision-making.
Represent the Outcome Delivery Unit in discussions and strategic engagements with internal leadership, external partners, and MDBs.
2.Quality Assurance & Deliverable Oversight
Exercise rigorous quality assurance over all unit outputs, including stocktaking presentations and reports, data analytics, and publications.
Ensure that deliverables align with WBG's strategic framework, data integrity standards, and best practices in outcome measurement.
Drive continuous improvement in the Unit's analytical approaches, ensuring the use of cutting-edge methodologies and robust evidence bases.
3.Outcome Monitoring & Stocktaking
Oversee the real-time tracking and assessment of WBG's targets, ensuring alignment with institutional goals.
Lead the refinement of stocktaking methodologies, ensuring data-driven insights inform course corrections and resource allocation.
Work across WBG teams to embed an outcome-focused approach in project design, implementation, and evaluation.
Oversee the quarterly updates to the SLT on targets, as well as the inputs for the monthly DRMs, and quarterly operations updates.
4.Staff Mentorship & Capacity Building
Serve as a mentor and coach to staff within the Outcome Delivery Unit, fostering professional development and technical expertise.
Guide efforts to build internal capacity on outcome measurement, impact assessment, and data analytics through training, workshops, and knowledge-sharing initiatives.
Provide guidance on best practices for evidence-based decision-making and results-driven programming across WBG teams.
5.Data & Analytics for Outcome Delivery
Oversee the use of advanced data science, modeling, and forecasting techniques to enhance WBG's ability to track progress on key outcomes.
Ensure the integration of machine learning, artificial intelligence, and digital technologies in outcome measurement and predictive analytics.
Collaborate with technical teams to enhance real-time dashboards and data visualization tools, enabling dynamic decision-making.
6.External & Internal Engagement
Convene and coordinate engagement with internal teams, external stakeholders, and other MDBs to promote alignment on outcome measurement and tracking methodologies.
Support the Manager in leading the secretariat for external advisory groups, including the Jobs Council, ensuring structured discussions that inform WBG's approach to outcomes.
Spearhead initiatives to enhance knowledge exchange between WBG and global development partners on best practices in outcome-based management.
Selection Criteria
Advanced degree (Masters or PhD) in Economics, Statistics, Data Science, Public Policy, Development Studies, Business Administration, or a related field.
At least 10-15 years of relevant experience in development operations, outcome measurement, monitoring & evaluation (M&E), or results-based management within an international development context.
Deep expertise in quantitative methods, econometric modeling, forecasting techniques, and data-driven policy analysis.
Strong track record in applying advanced statistical methods, machine learning, AI-driven analytics, and digital tools to assess development impact.
Proven experience in delivery units, centers of government, management consulting, or high-performing public sector reform teams with a focus on measurable outcomes and performance improvement.
Proven experience in advising senior leadership, shaping policy discussions, and leading cross-functional initiatives.
