The Rail Vehicle Engineer is responsible for all operational, maintenance, configuration, and technical aspects of Valley Metro's rail vehicles. Assures Rail Rolling Stock and support equipment remain compliant with Valley Metro quality standards, specifications, FTA and/or ADOT requirements, and all safety-related aspects. Serves as the technical Subject Matter Expert (SME) for all of Valley Metro's Rail Rolling Stock in support of Rail Maintenance and Management.

Minimum Qualifications & Requirements

  • Bachelor of Science in Electrical or Mechanical Engineering
  • 5 years of experience within the rail rolling stock industry
  • Strong leadership and communication skills both written and oral
  • Proficient with Microsoft Office Suites
  • Or an equivalent combination of education and experience sufficient to successfully perform the essential duties

Highly Desired Experience:
  • Experience in public transportation
  • Experience in project management
  • Light Rail Vehicle maintenance experience
  • Experience with training and curriculum development
  • Developing specifications for rail vehicles and associated equipment
  • Experience with all aspects of rail vehicle procurements

Position requires the incumbent to successfully qualify to operate Rail Vehicles.
Ability to successfully pass Rail Vehicle Operator Safety Training.

  • Supports a 24 hours/7 day operation that includes: prioritizing work assignments; responds to emergencies; provides technical guidance to rail maintenance.
  • The Rail Vehicle Engineer shall possess significant knowledge of rail vehicle design and maintenance.
  • Recommends vehicle improvements based on sound engineering practices, to include design and fabrication of prototype circuits or components for testing.
  • Develops specifications for replacement systems, circuits, and / or parts.
  • Manage large capital programs including the procurement of New LRVs.
  • Assure designs comply with design criteria, specifications, Federal, State, and applicable industry recognized standards (AAR, APTA, FRA, FTA, NFPA, ISO, IEEE, ASME, NEC, EN, DIN, IEC, etc.).
  • Performs administrative and technical tasks in support of all vehicle, equipment, or parts procurements including specification development, prototyping, design review, first article inspections, systems integration, quality assurance and quality control, quality inspections, safety certification, testing, post-delivery acceptance, reliability test, and warranty support.
  • Develop a corresponding data driven maintenance program, training program, and material support program for all new LRVs and Subsystems.
  • Directs and participates in the troubleshooting duties on railcars; as well as upgrading the diagnostic capabilities of the workforce.
  • Works directly with Asset Management staff in support of the on-going maintenance program and New Rail assets.
  • Responsible for resolving technical and procedural issues.
  • Responsible for development of training programs to teach and instruct maintenance employees in the diagnostic, repair, and maintenance of advanced electronic systems. Conduct and manage training programs as necessary with the introduction of new equipment, technologies, or personnel.
  • Communicates understanding and support of organizational goals through actions and spoken and written records; interacts effectively with individuals and groups within and outside of the organization; keeps all interested and involved stakeholders informed of matters requiring their attention.
  • Ensures compliance with all applicable policies, rules regulations, and laws; stays abreast of legal, regulatory, and policy developments affecting area of responsibility; enforce legal and regulatory requirements impartially.
  • Develops Standard Operating Procedures (SOP) to ensure the effective maintenance and management of the rail vehicle fleet.
  • Meets with management, staff, and contractors to obtain and provide information related to rail vehicle design and maintenance.
  • Maintain industry knowledge of new and emerging technologies.
  • Performs other duties as assigned.

Physical Demands / Work Environment

Physical Demands:
Positions in this class typically require climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, grasping, feeling, talking, hearing, seeing and repetitive motions;

Heavy Work: Incumbent may be required to perform heavy manual labor, occasionally lifting and maneuvering materials and equipment weighing up to 50 pounds and occasionally up to 100 pounds with assistance.

Work Environment:
Work is performed both in a shop environment and outside in various weather conditions including exposure to extreme heat and cold. Incumbents work is performed around equipment and machinery with moving parts and under wet and slippery conditions. Incumbents are exposed daily to electrical hazards, vibrations, chemicals, inadequate lighting, workspace restrictions, grease, oil, dust, fumes, smoke and gases and are intermittently exposed to intense noise levels.
