The Senior Application Services Analyst role is key within the Neighborhood Services Department to support NSD's applications. This position will involve in creating secure solutions to complex business problems and serve as the subject matter expert adhering to and utilizing industry best practices. The Senior Application Services Analyst also serves as the subject matter expert throughout all project phases to effectively contribute to the development of solutions that meet the business needs and requirements. This position utilizes high level of expertise in many technical arenas, including Microsoft Power Platform (specifically Power BI and Power Automate), almost all products in the Esri ArcGIS space, Python and Java for data integrations with various systems, and a backend database in Oracle.

Key duties include, but are not limited to:
- Document workflows and business requirements and configure them in the applicable systems.
- Troubleshoot and diagnose system problems.
- Create and maintain automated testing for web applications.
- Analyze and interpret research findings to prepare design specifications.
- Develop solutions to functional problems.
- Provide support for critical business systems.
- Manage and upgrade existing portfolio of applications, including security updates.
- Produce written documents with clear organized thoughts.
- Communicate with customers, clients, and the public in a face-to-face, one-to-one setting, or group setting.

SALARY
Pay Range: $80,454.40 to $124,800 annually.

MINIMUM QUALIFICATIONS
- Five years of experience in systems analysis, configuration, and testing of enterprise applications.
- Bachelor's degree in business, computer science or a related field.
- Other combinations of experience and education that meet the minimum requirements may be substituted.

PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus:
- Five or more years of experience with Oracle relational databases with frequent and recent development and maintenance of SQL and PL/SQL
- Five or more years of experience documenting and understanding business requirements and responsible for the entire software development lifecycle including implementation supporting said business requirements.
- Two or more years of experience writing and building test scripts, Quality Assurance (QA)/Quality Control (QC) of application testing, load testing, and security and vulnerability testing.
- Two or more years of experience configuring Esri ArcGIS AGOL applications (i.e., Hub, Dashboards, Experience Builder, Survey 123, Arcade)
- Two or more years of experience with development and maintenance of automated Selenium testing.
- Two or more years of experience developing and maintaining analytical reports in Power BI.
- Two or more years of experience developing and maintaining workflows in Power Automate.
