Job Summary
The Environmental & Energy Law Program (EELP) is seeking a Managing Attorney to develop legal and policy research related to the federal government's ability to address complex public health and climate challenges in light of changing administrative law doctrines. The Managing Attorney will supervise a junior attorney and legal fellow to support EELP's engagement with scholars, regulators, NGOs, and private sector actors to consider new doctrinal approaches and principles. They will work in close collaboration with the Executive Director, Staff Attorneys, Fellows, and student Research Assistants, collaborate with the Emmett Environmental Law and Policy Clinic at HLS, and help us build partnerships across the university and with external stakeholders to enhance our program's work and influence.

Position Description
As Managing Attorney responsibilities include:
- Develop and implement EELP's strategy focused on administrative law doctrines and evolving federal policies.
- Generate a portfolio of ongoing legal and policy research and writing related to agency expertise in federal rulemakings.
- In conjunction with the Executive Director, Faculty, and Emmett Environmental Law and Policy Clinic support Emmett Environmental Law Center projects, including helping to manage the recently launched moot court.
- Cultivate and support partnership with external stakeholders, scholars, and litigators to support EELP's work, and in collaboration with the Executive Director, develop partnerships with other related Harvard initiatives.
- Supervise, advise, and coordinate legal analysis and strategy development with Staff Attorneys, Fellows, student Research Assistants and outside partners.
- Deliver presentations and attend events on behalf of EELP.
