The Position
Incumbent works under the direction of the Douglas County Board or designee, examining books, accounts, vouchers, records, expenditures, and information technology systems in accordance with generally accepted government auditing standards (GAAS).
Essential Functions
- Establish and direct the strategic long-term goals, policies and procedures for Internal Audit.
- Establish and maintain effective work relationships with clients, supervisors, County employees, elected officials, attorneys, law enforcement, judges, other agencies, and the public.
- Comply with Civil Service policies and regulations, collective bargaining agreements, County policies, department policies and laws to create a cooperative, safe, respectful and quality work environment.
- Develop and direct the execution of a comprehensive audit plan, reviewing and evaluating the County's system of internal controls.
- Meet with County Board, Elected Officials and department heads identifying areas and tasks to be included in the plans; review and update plans and schedules.
- Conduct financial, compliance and performance audits, fiscal and administrative analyses, special management reviews, and/or other duties.
- Prepare and present internal audit reports to the County Board, Audit Committee and the individual or department audited regarding audit findings and improvement recommendations.
- Conduct periodic special internal audits or special investigations of alleged misappropriation, coordinating with the County Attorney's Office and law enforcement agencies.
- Coordinate internal and external audit resources ensuring adequate audit coverage and minimizing duplication efforts.
- Provide technical advice, training, counsel, and assistance to County departments ensuring effective administration, compliance, and reporting pursuant to policy and control procedures and federal and state regulations.
- Testify/speak at County Board meetings, various commission and committee meetings, and other public hearings and meetings, serving as an expert on technically complex financial program issues.
- Conduct special analytical financial data studies or other projects.
- Safely operate a motor vehicle when required to travel on County business.
- Report to work with regular, consistent attendance.
Education and Work Experience and Other Requirements
- Bachelor's degree from an accredited university or college in Accounting, Business Administration, Public Administration or related field required.*
- Five (5) years of related experience required.
- Two (2) years of auditing experience required.
- Certified Public Accountant (CPA), Certified Internal Auditor (CIA) or equivalent preferred.
- Valid driver's license and own transportation upon hire and maintained throughout employment required.
- Completion of a pre-employment criminal record check and conditional offer drug screen required.
- *Equivalent combination of work experience and education may be substituted for requirements on a year-for-year basis.

Incumbent must possess the hand-eye coordination and manual dexterity necessary to operate computers and other equipment.
