Position Overview
Under the direction of the Agency Safety Officer, serves as the Director of the Office of Risk Management and Quality Improvement for the Department of Human Services (DHS). Serves as full-line supervisorEnsures that Risk Management and Quality Improvement initiatives are developed and managed statewide. Assists the Agency Safety Officer and other DHS personnel in formulating departmental and program policies. Represents the Agency Safety Officer, Secretary and DHS on various task forces, advisory committees and special interest groups, including committing the agency to specific courses of action.

- Ensures that Risk Management and Quality Improvement initiatives are developed and managed statewide.
- Assists the Agency Safety Officer and other DHS personnel in formulating departmental and program policies.
- Represents the Agency Safety Officer, Secretary and DHS on various task forces, advisory committees and special interest groups, including committing the agency to specific courses of action.
- Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years college with course work in business or public administration.
- Requires four (4) years progressively responsible administrative experience in a public or private organization.
Preferred Qualifications
- Three (3) years of professional experience working with standards and compliance regulatory bodies such as Centers for Medicaid and Medicare (CMS), The Joint Commission and the Illinois Department of Public Health.
- Three (3) years of professional experience drafting, reviewing, and implementing policies and procedures.
- Three (3) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff, approving time off, and preparing and signing performance evaluations.
- Three (3) years of professional experience analyzing and utilizing data to monitor and report operations.
- Three (3) years of professional experience establishing, maintaining, and improving cooperative working relationships with various stakeholders.
- Three (3) years of professional experience with business communication and demonstration of excellent observation, communication and decision-making skills, and strong problem solving and organizational skills.
- Three (3) years of experience developing and delivering professional presentations for large audiences.
- Three (3) years of experience in Microsoft Products including Word, Excel and PowerPoint, etc.
Conditions of Employment
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
