Description:

The Department of Homeland Security (DHS) Science and Technology Directorate (S&T) is seeking a qualified Program Manager to provide contractor support for comprehensive financial management services that enhance the organization's financial operations. The Finance and Budget Division (FBD) is responsible for managing S&T's financial resources to ensure their efficient allocation, contributing to the agency's mission of strengthening national security through scientific and technological innovation. The Program Manager will play a critical role in supporting the FBD Director, who serves as S&T's Chief Financial Officer, overseeing fiscal management and compliance with financial regulations.

**Key Responsibilities:**

1. **Program Management Support:**
- Provide on-site and off-site contract management, ensuring effective execution and transition of financial management services.
- Develop and maintain comprehensive reporting systems to track progress against project goals.

2. **Financial Management Services:**
- Oversee funds control, accounting functions, invoice processing, and financial reporting to ensure optimal fiscal performance and compliance.

3. **Travel Management & System Support:**
- Manage travel operations in compliance with policies and regulations, utilizing systems such as ConcurGov for efficient reporting and management.

4. **Bankcard Program Management & Support:**
- Provide oversight and compliance for the GSA SmartPay program, including training and financial reconciliation to ensure adherence to operational standards.

5. **Conference Management Support:**
- Support planning, coordination, and cost analysis for DHS S&T events, ensuring efficient use of resources and compliance with budgetary requirements.

6. **Internal Controls & Financial Audit Services:**
- Ensure compliance with OMB A-123, FMFIA, and other financial audit requirements to maintain accountability and public trust.

7. **Executive Support, SharePoint & Records Management:**
- Administer SharePoint services, enhance strategic reporting, and ensure compliance with electronic records management, as well as improve collaboration tools and workflows.

8. **Surge Support:**
- Provide additional resources as needed to adapt to evolving demands in financial management.

Requirements

- Active Public Trust clearance is required.
- Demonstrated experience in financial management and program administration within federal or related environments.
- Strong analytical skills with a focus on compliance and effective resource allocation.
- Proficiency in financial software and systems, particularly ConcurGov and SharePoint.
- Excellent communication skills to enhance collaboration across various divisions.

Salary Description

115,000-120,000
