Position overview:

The Department of Healthcare and Family Services, Division of Medical Programs is seeking to hire an experienced and qualified clinical professional to fulfill the responsibilities of the Chief of the Bureau of Quality Management. The Bureau Chief will have direct leadership and management responsibilities for the development, approval, and implementation of various quality assurance plans and initiatives to provide access to high quality health care through Healthcare Transformation. The Bureau Chief will supervise internal resources that evaluate the quality and effectiveness of statewide medical programs as well as develop and implement quality strategies to improve healthcare delivery by focusing on social and structural determinants of health and improving health outcomes.

The ideal candidate will be a licensed registered nurse in Illinois with experience in monitoring and evaluating performance studies and quality assurance activities. Additional experience with analysis of data utilization and reporting is preferred.

Essential Functions

  • Subject to management approval, serves as Chief of the Bureau of Quality Management (BQM) by planning and directing the implementation, monitoring, and evaluation of the Medical Assistance Program state-wide quality assurance and improvement activities and initiatives
  • Plans, organizes, and manages the Agency's Quality Improvement Strategy and implementation
  • Serves as full line supervisor
  • Serves as Agency spokesperson, representing the Department, regarding the Bureau's programs
  • Reviews program and operational functions to ensure compliance with Agency, State, and federal guidelines, rules, and regulations
  • Performs other duties as required or assigned which are within the scope of those duties enumerated above


Minimum Qualifications

  • Requires licensure as a Registered Nurse in the State of Illinois
  • Requires knowledge, skill, and mental development equivalent to the completion of four (4) years of college with coursework in nursing
  • Requires prior experience equivalent to four (4) years of progressively responsible professional nursing experience in a public or business organization


Preferred Qualifications

  • Minimum of two (2) years of experience in healthcare performance measurement
  • Minimum of two (2) years of experience implementing/managing healthcare quality improvement initiatives in a clinical setting
  • Working knowledge of healthcare delivery systems and financing, including Medicaid managed care programs and fee for service environments
  • Minimum of three (3) years of experience developing and managing a major program for a public or private organization
  • Minimum of three (3) years of experience working with a managed care delivery system
  • Minimum of two (2) years of experience working with Maternal Health policies
  • Minimum of two (2) years of experience working with Medicaid policies and procedures


Conditions of Employment

  • Requires completion of a background check and self-disclosure of criminal history
  • Requires the ability to travel in the performance of duties, with overnight stays as appropriate
  • Requires the ability to utilize and maintain state issued equipment such as a laptop
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled or last-minute overtime. This requires the ability to work evenings and weekends
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings
