PACE (Program of All-Inclusive Care for the Elderly) was developed to answer the many problems around caring for frail seniors. The PACE model is centered on the belief that it is better for the well-being of seniors with chronic care needs and their families to be served in their community whenever possible.

Seniors, their family members, and caregivers face many issues, including transportation to appointments, management of medications, coordination of medical care from different specialists, lack of social interaction, and ability to stay alone at home. On Lok PACE participants receive in home care services and transportation to a On Lok PACE center for primary medical care, social and recreational activities, and other senior care services.

POSITION SUMMARY: Under the direction and supervision of the Executive Director/CEO of On Lok, Inc., the Director of Program Operations is directly responsible for the program management of On Lok Senior Health Services.

DUTIES / RESPONSIBILITIES:

The Director of Program Operations is responsible for planning, organizing and directing the day-to-day operations of On Lok's directly operated centers and related service departments through effective management of resources and systems to ensure all locations meet their operation, human resource and budgetary goals. This individual should be visible at all center locations to oversee operations, redesign service delivery processes and achieve operating performance goals.

This individual will be responsible for anticipating and being responsive to new service demands in the marketplace and successfully maintaining the financial health of the organization through innovation, hiring and retaining employees. This individual will evaluate ongoing center and other service-delivery operations, determine how to improve these operations, develop and plan and implement it. It is expected that this individual will create new systems and fine tune procedures, bring an analytical orientation to daily operations, install a best practices approach, assure staff are trained, maximize the potential of the centers from an operations standpoint.

Specific Responsibilities:
  • Provide mentoring and guidance to those who report to this individual and serve as a sounding board for new ideas and approaches. Implement best practices across the organization and standardize policies and procedures. Maintain a positive approach to managing, reinforcing positive behaviors and creating a team.
  • Be actively involved in operations to ensure that staff achieves stated goals and operational targets.
  • Ensure effective performance monitoring of key indicators and provide for management continuity by developing and motivating vital employees and by developing systems to ensure that this is accomplished at all organizational levels.
  • Develop and achieve written goals and objectives, including operational and financial targets by center and service line. Provide an environment for anticipating and responding to marketplace, regulatory and community changes. Mentor operational managers to meet operating financial targets and create annual budgets.
  • Appropriately delegate responsibilities and functions to those directly supervised allowing them the latitude to identify the ways and means of accomplishing goals. Must hold these individuals accountable and mentor and develop those how need to make tough decisions with the changing environment.
  • Monitor and ensure high satisfaction rates of participants, families and employees and incorporate this as a measure in monitoring management's performance.
  • Maintain high employee morale and use ongoing regular training sessions to improve quality, productivity and lessen employee turnover.
  • Ensure all centers are in compliance with state, local and federal rules, regulations and laws applicable to their operation.
  • Collaborate with On Lok's other senior executives to shape On Lok's evolution and growth. Contribute significantly to strategic and operational planning.
  • Works with the Board of On Lok Senior Health Services to develop and implement a strategic plan for its service program.
  • Serves as On Lok Senior Health Services' representative on national, state and local planning, policy and educational efforts.
  • All other reasonably related duties as assigned.

  • QUALIFICATIONS (knowledge, skills, abilities):
    1. Bachelor's Degree in a health or business related field required. Master's Degree in health or business
    administration preferred.
    2. Five plus years' experience in a senior management capacity, ideally with experience managing multiple sites,
    program planning, budgeting and resource development responsibilities preferred.
    3. Experience within the California non-profit marketplace with knowledge of health care, long-term care, the PACE
    model preferred.
    4. Outstanding operations and financial management skills, detail and action oriented, and capable of seeing the big
    picture. Prior track record working in a growing environment with a customer service orientation. Must be decisive
    and responsive.
    5. Ability to recruit, retain, and mentor high quality staff. Proactive, collaborative, and mentoring management style
    with a focus for managers to be quantitative and analytically focused.
    6. Excellent communication, writing, speaking, and listening skills. Strong commitment to the team approach.
    7. Experience with Lean and Six Sigma methodologies preferred.
    8. Project management experience preferred.
    9. Results oriented with excellent leadership and problem solving skills.

    Your final compensation offer will be determined based on factors such as skills, experience, education, and licenses/certifications. The pay range is expressed as an hourly rate regardless of FLSA status. Exempt positions are paid salaried and are not subject to overtime.
