The Opportunity

ICT's Labour Market Intelligence Unit is seeking a highly motivated individual to fill the position of Labour Statistical Analyst in Regina. Working with a high-performing team in a complex environment that requires innovative thinking and creative problem-solving, you will support the implementation of the unit's goal to provide timely and relevant insights on current and future labour market conditions and trends in Saskatchewan to help meet the ministry's mandate and mission.

Reporting to the Director of Labour Market Intelligence, your responsibilities will include:

  • Developing and operating customized databases and large datasets, designing and developing dashboards, PowerPoint presentations, SharePoint sites and other products that provide relevant and user-friendly labour market information to a wide variety of users within the ministry, executive government, training sector and the public;
  • Designing and developing scalable and efficient data warehouse architectures;
  • Designing and implementing streamlined and automated data processes, pipelines and procedures;
  • Applying data analytics, statistical analysis and data visualization to draw actionable insights that inform policy, planning and program development;
  • Researching, analyzing, interpreting, reporting, communicating and advising on trends and outcomes in Saskatchewan's labour market using Statistics Canada labour market data and other related data and a variety of analytical techniques; and
  • Identifying related issues and implications to inform communique, budgetary and planning processes, and workforce strategies, policies, programs and services.


Success in this role demands:

  • Knowledge and understanding of the Saskatchewan labour market including demographic and labour market conditions and trends;
  • Advanced knowledge, skills and application of statistical and analytical concepts, techniques and tools;
  • Working knowledge of economic, demographic and labour market concepts, theories definitions, terminology, including Statistics Canada labour market related data; and
  • Exceptional verbal and written communication skills.


Proficiency in Microsoft Office tools (particularly Excel and SharePoint), economic modelling, forecasting and statistical software (particularly RStudio), business intelligence tools (particularly PowerBI) and computer programming languages (particularly Python) is a requirement.

Typically, the knowledge and experience required to achieve the above is obtained through graduate level studies in computer science, engineering, data science, economics, statistics or an equivalent combination of education and related experience.

The salary for this position will be updated to $44.534 - $53.882 per hour once Class Plan Renewal process is completed and HR system has been updated.
